- US Army Contracting Command - Aberdeen Proving Ground Edgewood Division (ACC-APG ED) on the behalf of the Joint Project Manager for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA) intends to post solicitation W911SR-16-R-0001 for the Chemical Surface Detector (CSD) on or around 11 April 2016, with proposals due 30 days thereafter. NAICS Code IS 541712. The purpose of this acquisition is to procure prototypes for the Technical Maturation and Risk Reduction (TMRR) phase on a full and open competitive basis. The CSD is intended to replace the Dual Wheel Sampling System (DWSS), the liquid/ground contamination sampler currently installed on the Stryker Nuclear Biological Chemical Reconnaissance Vehicle (NBCRV). The CSD will provide a near real-time, on-the-move capability to detect and identify Chemical Warfare Agents (CWAs), Non-Traditional Agents (NTAs), and Toxic Industrial Chemicals (TICs). The detection/identification function will continually interrogate the surface, provide data for processing, and apply algorithms to the data to detect and identify the contaminant which is present. A warning function will display detection/identification information locally and store the information in a format compatible for transmission to external communication systems. Contract requirements are for the TMRR phase - where the contractor provides prototype hardware with Government testing, program, systems engineering and logistics support, and delivery of technical data (end-item products, software, and logistics). Initial prototypes will be Brassboard for laboratory tests. Final prototypes will be capable of integrating on the M998 High Mobility Multipurpose Wheeled Vehicle (HMMWV) to test on the move capability. In future efforts, the CSD will integrate onto the Stryker NBCRV. The only application for integration on the M998 HMMWV is to test capability. The Government anticipates utilizing Cost Plus Fixed Fee (CPFF) completion type contract for the TMRR phase. The government intends to make up to three (3) awards.
