Description
HSCG38-16-S-J00006 Request For Information (RFI): Repair of Doors (Bond Assemblies) for USCG MH-60T Aircraft This RFI is issued solely for information and planning purposes and to identify interested sources. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It is subject to change and is not binding on the Government. Further, unsolicited proposals will not be accepted. Funding is not available at this time. The United States Coast Guard (USCG) has not made a commitment to procure any of the services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Not responding to this RFI does not preclude participation in any future RFP if any is issued. If a solicitation is released, it will be synopsized in the Federal Business Opportunities (FedBizOps) website, www.fbo.gov. It is the responsibility of the potential responders to monitor this site for additional information pertaining to this subject. The USCG Aviation Logistics Center (ALC) requests capability statements from interested companies for the purpose of identifying potential sources capable of providing Firm Fixed Price repairs to Doors (Bond Assemblies) used on the USCG MH-60T aircraft. The National Stock Number (NSN) and Part Number (P/N) for repair are listed below: 5935-01-HS2-4435, P/N: 70207-22201-057, Doors (Bond Assemblies) The North American Industry Classification System (NAICS) code is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing with a Small Business Size Standard of 1,000 employees. The company must provide all necessary parts, material, labor, tooling, fixtures, jigs, repair manuals, test equipment, and facilities to evaluate and perform composite work for the repair of the door assemblies. The company must complete extensive repair on load bearing structural components which is comprised of composite and fiberglass. The company must perform both a visual and technical inspection in accordance with current applicable Component Maintenance Manual (CMM) and correct any additional deficiencies found. This includes replacement of broken parts and the removal of foreign matter or corrosion. Delivery 60 days after receipt of parts is proposed. Please respond to the following questions in addition to submission of your company's capability statement: 1. Does your company currently provide aircraft door repair services to customers? If so, who is the customer? What model of aircraft does your company support? What is the period of performance and contract number? Please provide a technical and contractual Point of Contact (POC). 2. Where is your repair facility located? Do you have all parts, material, labor, tooling, fixtures, jigs, repair manuals, test equipment, and facilities necessary to perform this type of repair? Will you require any Non-Recurring Engineering/Tooling to perform this work? 3. Is your company a large or small business? If small, define your company's socioeconomic classification. 4. If your company is a small business, are you capable of performing at least 50% of the work, in order to comply with FAR Clause 52.219-14, specifically 52.219-14(c)(1), "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern."Does the company send out work to subcontractor? If so, how much work is subcontracted? 5. Does the company offer warranty on repairs? If yes what is the standard warranty? 6. Is your company ISO 9001/14001 Certified? 7. Would you subcontract any part of this work? 8. Do you provide releasable drawings/repair schemes to the customer for review? 9. Is this type of work exempt from the Service Contract Act or does it apply? 10. Are these items treated as commercial or non-commercial ?
