- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. The solicitation number P16PS00769 is being issued as a request for quotation (RFQ) the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-87-1 effective March 16, 2016. This requirement is a total small business set-aside; the applicable NAICS Code is 221310 with a size standard of $27.5 Million dollars receipts within the past three years. The Government will award either a single or multiple firm fixed-price purchase orders resulting from this solicitation to the most responsive and responsible offeror(s) whose offer(s) conform to the solicitation and are determined to be most advantageous to the Government. Quotes shall be evaluated based on the ability to provide the products and total quote price; if "or equal" products are offered, please include brochures or other product information to demonstrate that they can meet the requirements of the State of Washington. A "best value" determination will be made based on quotes received and the evaluation criteria as listed. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.204-10, 52.209-6, 52-211-6, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.223-18, 52.225-1, 52.225-3 Alternate II, 52.225-5, 52.225-13 and 52.232-33. Mount Rainier National Park is seeking quotes for the supply and delivery of filters for potable water. Filters quoted shall be required under the Washington Administrative Code to be specifically compatible with Strainrite "brand name or equal" water filter housings. Filters offered shall be approved by the Washington State Department of Health to be used for potable water treatment and shall be technically equivalent to the Strainrite filter models listed on the attached "Section B". The grand total quote shall include shipping FOB: Destination Longmire, WA 98397 within 30 days of award to be considered for award. All offerors must be registered and have active profiles in the System for Award Administration (SAM) database https://www.sam.gov prior to the close date of this announcement. It is the responsibility of the offerors to ensure their profile information is accurate and current in order to prevent future complications. Offerors may obtain assistance by calling the Federal Service Desk at 866-606-8220. Quotations must be received no later than April 7, 2016 at 12:00 pm, Pacific Time via e-mail to hal_hoversten@nps.gov to be considered for award. Hard copies of the solicitation will not be provided, other questions or inquiries should be e-mailed directed to: Hal Hoversten, Contract Specialist, Mount Rainier National Park at hal_hoversten@nps.gov and received no later than Friday, March 25 at 3:00 pm Pacific Time. Vendors shall be required to register and submit invoices via the Department of the Treasury's Internet Payment Platform (IPP): https://www.ipp.gov Federal Tax Exemption #53-0197094 applies to all taxes.
