- This is a Request for Information (RFI) on behalf of the Training Detachment (TRADET) of the Coast Guard Investigative Service (CGIS). This is NOT a request for quotations or proposals. Any official quotations or proposals received as a result of this RFI shall not be evaluated. This is for market research purposes only. TRADET CGIS is seeking to query the market for any potential training instructors for advanced interviewing techniques for criminal investigators. TRADET CGIS is seeking potential sources to submit their capabilities statements that can deliver this training. Capability statements submitted in reply to this RFI should contain the following information: 1. Business name, DUNS, socioeconomic category, and small business information. 2. Information regarding other federal contract vehicles your company has that might be utilized to obtain this training, such as OASIS, GSA schedules, DHS strategic sourcing vehicles, or any contracts that may be utilized. 3. The resume of the instructor demonstrating their expertise in the subject of training, list of credentials, certifications, and any other important information relevant for training. 4. A rough order of magnitude for the total price of providing this training. This price should include all expenses and be a single firm fixed price amount on a per-class level (not per student). In order to assist you with the development of this price, the USCG anticipates holding training four times per year (once per quarter) at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. CGIS will provide a classroom for training and the class size will be up to 30 students. 5. A breakdown of the potential training at high levels. The training objectives for the eight hour block of instruction will include a practical and expert understanding of the following subject matter: a. Relevance of kinesics to effective interviewing. b. Current theory and practice related to the detection of deception. c. Mastering a narrative-based interview approach. d. Effective use of influence and persuasion in ethical interrogation. e. All instruction should be at highly advanced levels. Other class literature, course curriculums, or document such as a syllabus are acceptable. This RFI is for market research purposes ONLY and official quotes are not being accepted at this time. Preparation and submission costs shall not be reimbursed for responding to this RFI. Please send any capability statements to James.R.Robinson@uscg.mil before the close of this RFI notice.
