Description This is a Pre-Solicitation notice only. The actual Solicitation will be posted on or about 22 March 2016 for Collegiate Weight Room Equipment. Twenty-five different pieces of collegiate weight equipment is needed. Some of the equipment has a requirement of more than one unit. Installation is part of the requirement. Salient characteristics and a Statement of Work will be included in the solicitation. This will be a firm-fixed price contract for a one-time purchase. Delivery FOB destination to USAF Academy CO 80840. Delivery is required no later than 120 days from receipt of the purchase order. The North American Industry Classification System Code is 339920 and the small business size standard is 500 employees. This acquisition is 100% total small business set-aside. It is anticipated the solicitation will be issued electronically on or about 22 March 2016 on the Federal Business opportunities (FBO) web page at http://www/fbo.gov. Due date for receipt of proposal will be indicated in the solicitation document when it is released. Once the solicitation is posted on FedBizOpps, it is incumbent upon the interested parties to review this site frequently for any updates or amendments. It should be noted that paper copies of documents will not be provided. In accordance with FAR 4.1102(a), prior to receiving any contract award, contractors must be registered in the System for Award Management (SAM) database. If not already registered, you should immediately register with SAM via the Internet at https://www.sam.gov/. Verification of SAM registration must be available to the Contracting Officer before award can be made. The Government will award a contract resulting from this solicitation to the responsive responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors will be used to evaluate proposals: a. Price b. Technical c. Past Performance (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
