- The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office, intends to acquire, on a full and open basis, performance improvement support services for the Bureau of Medicine and Surgery (BUMED) at the headquarter level and throughout the MTFs. These services will focus on improving access, quality, and cost through improved efficiencies of current state resources. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR QUOTATIONS, WHEN ISSUED. The contractor shall perform tasks that encompass the following: Ancillaries (Labs, radiology, pharmacy, operating rooms, central sterile, central distribution), Supply Chain (Distribution replenishment, inventory receiving, inventory distribution, inventory management, point-of-care inventory management (RFID)); Clinical Service Lines (Obstetrics, orthopedics, mental health, Intensive Care Units, family practice/medical home, wounded ill and injured, other hospital services); and, Administrative Processes (Medical Evaluation Board, manpower change requests, financial management processes, and other administrative processes associated with a global healthcare system). The contractor will perform services in a variety of clinical and other hospital locations. While the focus may be different from project-to-project, each task will involve a scoping, diagnostic and implementation phase. The contractor shall perform analysis which involves the combination of disparate data systems used to accurately describe the current and future states of specific task areas. The contractor will involve the use of mathematical modeling to help inform hospital and headquarters leadership. Additionally, the contractor will be expected to provide education and training sessions to the MTFs and Navy Medicine leadership based on the findings of the studies. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation). It is anticipated multiple award indefinite delivery indefinite quantity contracts where both firm fixed price and cost plus fixed fee orders can be issued will result from this solicitation. It is anticipated that the ordering period will be 1 February 2017 through 31 January 2022. The solicitation will be issued using full and open competition. The government intends to reserve one contract for a responsible small business. The solicitation, N00189-16-R-Z028, is anticipated to be released on or around 6 April 2016 and will be made available electronically upon its release to NECO, www.neco.navy.mil. The applicable NAICS code is 541690.
