- Description
- The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for preventative maintenance of two irradiators manufactured by Hopewell Designs, Inc. The services are available from Hopewell Designs, Inc. and provide they will perform routine maintenance, safety checks, and operational accuracy at NSWCCD. The NAICS code is 811219 and the business size is $20,500,000. The proposed purchase order is being solicited on a sole-source basis to Hopewell Designs, Inc. The proposed action is for the procurement of services to perform routine maintenance for the X80 X-ray irradiator and GC60 Gamma Irradiator for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: Hopewell Designs, Inc. is the manufacturer of both irradiators. In addition, both irradiators are registered with the Nuclear Regulatory Commission (NRC) and Hopewell Designs, Inc. has a license to distribute these irradiators. The registration for both irradiators allows only Hopewell Designs, Inc. to perform the services. There are no resellers or certified service partners. The NSWCCD intends to award a firm fixed-price purchase order to Hopewell Designs, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 6 April 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 04/06/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
