Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for a 50 GHz wideband signal analyzer, with 1 GHz of analysis bandwidth. 1 each per specs below; Minimum Technical Specifications • Frequency Range: 3 Hz to 50 GHz • Integrated wideband signal analysis (1 GHz bandwidth) o Requirement is for an integrated solution, without requiring an external digitizer and associated calibration procedure • Auxiliary IF output (1 GHz bandwidth) • Preamplifier, 50 GHz • Electronic Attenuator • Phase Noise Measurement • Noise Figure Measurement • Spectral Analysis o Instrument shall include automated measurement of the following signal measurements  Occupied Bandwidth (99% power)  Channel Power  Adjacent Channel Power Ratio (ACPR) • Vector Signal Analysis o Unit shall be capable of running 89600 Vector Signal Analysis software or equivalent. o Support for BPSK, QPSK, OQPSK, 8-PSK, 16-APSK, 32-APSK, and custom. • Extended Warranty - 3 years • ≥12" touchscreen with front panel controls • All features integrated in a single box solution, suitable for one person to carry from one location to location. • VGA or DVI for external monitor connectivity • External keyboard and mouse support, though not required for operation • Ethernet, USB connectivity for instrument control and data/file exchange • 10 MHz reference in/out connections In addition, trade-in credit in exchange for a suitable instrument. NASA has an Agilent (Keysight) PXA Signal Analyzer available and eligible for this trade-in offer. The provisions and clauses in the RFQ are those in effect through FAC 2005-85 http://nais.nasa.gov/far/ ]. The NAICS Code and the small business size standard for this procurement are 334515 / 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery to NASA Glenn Research Center, 21000 Brookpark Road., Cleveland Ohio 44135, is required within. Delivery shall be FOB Destination. All contractual and technical questions must be in writing (e-mail) to Dorothy.E.Viancourt@nasa.gov not later than March 28th, 2016. Telephone questions will not be accepted. Offers for the items(s) described above are due by April 4, 2016 at 4:30 pm to Dorothy.E.Viancourt@nasa.gov and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (DEC 2014), Contract Terms and Conditions-Commercial Items is applicable. Other critical requirements: Delivery, trade in value, All Technical Specifications met, shall also be considered. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3 (MAR 2015), Offeror Representations and Certifications - Commercial Items with their offer.
