- Limited Source Justification The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to issue Request for Proposal (RFP) No. N00167-16-R-0007 for Large Eddy Simulation (LES) Code MPCUGLES (Massively Parallel Computations on Unstructured Grid Large Eddy Simulation) for its use in simulation problems in propulsion design and fluid loading simulation tools. This procurement will result in a single indefinite-delivery, indefinite-quantity (IDIQ) contract. The resultant contact will include a cost-plus-fixed-fee (CPFF) pricing arrangement. The ordering period will be five years (one single-year base ordering period and four single-year option ordering period). NSWCCD, Advanced Propulsors Development Branch, Code 8071, has a requirement to support the OHIO Submarine Replacement Program Office, PMS397, in the Research and Development (R&D) work to develop a propulsor design that meets the vessel's requirements. The support requires the use of specialized, complex software to run the computationally intensive problems that are being addressed. The approach for solving these problems is to use MPCUGLES that runs with hybrid structured-unstructured meshes for the fluid loading in conjunction with a finite element analysis (FEA) program. MPCUGLES was developed at the University of Minnesota and has been chosen as the most suitable, based on extensive crashback validations. The continued development, improvement, and modification of these tools requires expertise in both the software being used and the fluid dynamic mathematics, finite volume discretization and reconstruction algorithms the software is implementing. This is a follow-on requirement to contract N00167-13-P-0012. The incumbent contractor is the University of Minnesota. This requirement will be a sole source procurement through the University of Minnesota based on 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements, and FAR 8.405-6 (a)(1)(i)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. A Request for Information (RFI) was posted to FedBizOPs on 05 December 2014, and no responses were received from industry. The North American Industry Classification System (NAICS)Code is 541330 and the Small Business Size Standard is $38.5M. NSWCCD anticipates that the final RFP for N00167-16-R-0007 will be released in March 2016.
