- J&A Purchase Description The Army Contracting Command - Redstone Arsenal (ACC-RSA) is issuing the following notice of intent to make sole-source award/combined synopsis/solicitation for commercial items under the authority of Federal Acquisition Regulation (FAR) Subpart Part 12.6, FAR Subpart 13.5, and 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements", as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It is the Government's intent to award a sole-source purchase order to National Instruments Corporation. In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the Government intends to award a sole- source contract to RDECOM SED with VeriStand Full Development License and VeriStand Real-Time Engine. This will allow RDECOM SED to reconfigure the various, unique hardware elements within the test environment. It will provide a layer of integration between testing hardware and tactical equipment used on missions, and saves time by using existing software solutions rather than having to develop them within the project. Additionally, Veristand integrates directly into the existing National Instruments Labview licensed tool suite. Selection of a similar commercial product would require the procurement of a new licensed suite and inhibit the ability to reuse existing software. These impacts would negatively affect schedule and cost while introducing technical risk which is not acceptable to the SED Targets FSW IV&V customer. The Period of Performance for this contract will be one year from the Date of Award. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to provide the with VeriStand Full Development License and VeriStand Real-Time Engine. This requirement is in support of RDECOM SED, Redstone Arsenal. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Additional FAR and DFARS terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices may also be incorporated into the contract. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
