- Under the authority of FAR Part 12-Acquisition of Commercial Items, the 409th Contracting SupportBrigade/Theatre Contracting Command (409th CSB.TCC) intends to issue a solicitation for the acquisition of refrigerators, dryers, washers, and dishwashers. The NAICS for this requirement is 335228, with a business size of 500 (335228/500). 1. GENERAL REQUIREMENTS a. The item offered shall be new, of modern design, from the manufacturer's current production and shall meet the item description above and the requirements specified below. b. Offerors shall submit all quotations and documentation as outlined in the solicitation 409th Contracting not later than specified. No late offers shall be considered. Offerors shall submit a copy of the following items with their offer: 1) Detailed technical literature. The literature shall display all relevant data and features required in this specification and questionnaires. One copy shall be provided in English and in German language. 2) EU Energy certificate of A+ or Energy Star certificate or equivalent. 3) CE Conformance and certification. 4) Either one of the following certificates VDE or TUEV, UL, CSA, BEAB. 5) ISO 9001:2000 certificate. 6) The contractor shall provide 2 user's instruction manuals in English language and 2 repair manuals in English language with the quotations. 7) Any required data and features not displayed shall be commented in writing by the offeror in an unambiguous way with regard to their existence or non-existence. c. Offerors shall submit all of the specification items with their offer. Failure to submit sufficient information on the applicable appliance specification shall result in a technically unacceptable rating. d. During the contract period, the vendor may request approval to substitute the offered model with a different model without additional costs to the Government when production line changes occur. e. Delivery shall be F.O.B. Destination to the following address: Installation Management Command, Europe Supply Division ATTN: Juan Bryant QA QC Specialist Sembach Kaserne Bldg 141 67681 Sembach, Heuberg, Germany f. The Government is responsible for the unloading of deliveries at the destination as well as responsible for any damages caused during the unloading process. However, any damage which may be incurred by items during the transportation to the delivery location is the responsibility of the contractor. g. The contractor shall coordinate all delivery arrangements with the Point of Contact specified in the award. h. Partial deliveries are permitted; however, the total quantity shall be delivered not later than 90 days after award. 2. SALIENT CHARACTERISTICS a. Suitable measures shall prevent all of the following: i. Water damage through leakage. ii. Water damage through burst or leaking inlet hose. iii. Overfilling with water significantly above the preset level in cases of pump failure, inlet valve malfunction, blocked outlet, or any malfunctions. In order to achieve requirements (i), (ii), and (iii), the appliance must be equipped with: iv. A solenoid valve attached to the inlet pressure hose at the water tap side. The valve only opens at water drawing cycles of the appliance. v. A bottom tray/tub equipped with suitable water sensing device and feedback to the solenoid valve. Selector knobs or other sensitive breakable parts shall not extent over or outside of basic body shape to avoid damages when item is transported or is stacked/stored closely in rows, after item has been unpacked from its original transportation protective shell. No sharp corners or edges on any chassis parts, especially the rear and bottom of the item should be of smooth surfaces without any cultrate parts to allow safe and injury free lifting and carrying by hand. 9) Lifecycle use expectations are minimum 7 years up to 10 years to include wear and tear caused by various transports to and from changing customer household locations. Continuity of technical parts and interchangeability of parts above the market typical model changes is desirable to allow cannibalization and re-use of part components by US technicians performing normal maintenance and repairs of items after warranty. Availability of spare parts for item needs to be guaranteed for the period of lifecycle plus a reasonable timeframe thereafter. Vendor needs to demonstrate that a fully functional spare part support distribution network is established for the offered products and spare parts can be supplied within 72 hours if ordered via express modus 10) Inscriptions/instructions on the appliance panel shall be in English language or in internationally understood symbols. 11) User's instruction manual (hard copy) in English language shall be provided inside each appliance. One electronic format of instructions is to be provided to the Government along with a repair manual that shall comprise parts lists with spare part numbers, drawings, exploded view drawings, and a trouble shooting guide in English and German at the time of delivery. 12) Delivery/packing terms for all washers shall meet good commercial standard shipping practices to allow safe transport and ensure minimum risk of damage. Packing will allow for clamp lift moves and provide weather and dirt protection to items for duration of transport and storage. Maximum weight including packaging is not to exceed 70 kg. 13) Shipping/handling will be included in unit price. All deliveries must be coordinated. 14) Item serial number shall be barcode readable on the item and on the exterior of the packing box. Barcode labels on the item need to be permanent nonfadable readable over the entire lifecycle of the item. 15) Product shall be most current series /model on the market at time of order. 16) Note Item 0001AA and 0002AA shall be corresponsive models of the same manufacturer to allow for optional item 0003AA 17) Serial number listing per shipment in txt or excel format. 18) Instructions and all documentation is acceptable in PDF format and can be emailed prior to shipment in lieu of having to send a CD. The item shall be manufactured within the scope of a valid quality management system according to ISO 9001 which shall be certified by a recognized institute. The offeror shall prove such compliance by submitting a copy of the corresponding certificate with the offer, and shall quote the Certification Registration Number, the expiration date, and the name of the holder of the certificate in the "questionnaire." 4. CERTIFICATION, LISTING a. The Item must have the European Union (EU) conformity (CE) mark and a declaration of conformity in order to be sold in the European Union. b. The appliance must have passed VDE or TUEV, CSA, UL, BEAB certification and the appropriate mark shall be visible on its data plate as proof of having passed a test at one of these institutes. c. The repair manuals shall be in both, English and German language. The repair manual shall comprise parts lists with spare parts numbers, drawings, exploded view drawings and a trouble shooting guide. d. The offered appliance energy efficiency shall be EU Energy rating minimum A. e. The offered appliance's warranty shall be 12 months (applicable also within the EU). 5. WARNING LABEL a. A heat-resistant label shall be affixed to each machine and will read as or in similar terms as described in each salient characteristic description. 6. USER'S INSTRUCTION MANUALS, REPAIR MANUALS a. The contractor shall provide user's instruction manual in English language and repair manual in English language with the quotations. b. The repair manual shall comprise parts lists with spare parts numbers, drawings exploded view drawings, and a trouble shooting guide. In case of contract award the offeror shall submit repair manual with the first delivery of appliances in hard copy and electronically, free of charge for the Government. c. The following Manual's will be provided as a PDF: Service Manual in English, User Manual, Program Chart, Explosion Diagram, Product Data Sheet, Energy Label, Installation Guide and a Spare Parts list in Excel, CSV, XML; Any preformatted excel importable file with Proposed vendor. d. The name of the manufacturer and the model number must be imprinted on the front page of all manuals, and it must be the same name and number as entered by the offeror under "Make and Model offered". (REMARK: An imprint, a label or a stamp with the required information will also be sufficient and will be accepted.) 7. REPLACEMENT OF MODELS a. During the contract period the beneficiary of contract may request approval to substitute the offered model with a different model without additionally costs to the Government when production line changes occur. 8. COMMERCIAL WARRANTY a. The contractor shall provide a copy of the applicable commercial warranty with each item covered by such a warranty at no additional cost to the Government.
