- Amendment 0005 The purpose of Amendment 0005 to RFQ No. W15QKN-16-Q-0061 is to close submission period for industry questions and provide answers to the final questions received. The quote submission date remains unchanged at 12:00pm EST on Friday, March 25th 2016. Question 1 - If the vendor can utilize the existing runway rail, can the vendor utilize the existing runway conductor? Answer 1 - As stated in Amendment 0004 in the revised Sections 1.1.4 and 1.2.4: "Vendor may use existing crane rails in an "as-is" condition -OR- install crane rails on existing I beam girder". In light of this, the vendor may also choose to use the existing runway conductor, provided that all SOW requirements and pertinent regulations are met. Question 2 - If the vendor cannot use the existing runway conductor, can the vendor quote with new runway conductor and offer an option to use the existing conductor with a significant savings? Answer 2 - Please see Answer 1 above first. Further, it is incumbent on the vendor to submit a quote utilizing the runway conductor (existing or new) that it determines meets all SOW requirements and pertinent regulations. Vendors are reminded that all existing equipment will be provided in "as-is" condition and the Government is making no claims to its suitability. Question 3 - The specified hoist speed is provided as a standard speed only with chain hoists. There is no standard wire rope hoist that offers that speed. Is a chain hoist acceptable? Wire rope hoists are not recommended for such small loads as they are relatively complex. This means reduced reliability, increased maintenance costs, and increased compliance costs. Answer 3 - Chain hoists will also be acceptable (Question and Answer #5 from Amendment 0004 is hereby updated to include chain hoists as acceptable in addition to wire rope hoists). Question 4 - OSHA requires that new cranes be load tested at 125% of rated capacity. Is this required for this contract? Answer 4 - Yes. Crane must be OSHA compliant. Question 5 - OSHA also requires that the manufacturer supply training and operating materials. Will training and operating materials provided by the contractor be acceptable if they are not provided the crane manufacturer? Answer 5 - Contractor supplied training material will be accepted in lieu of manufacturer training material. Question 6 - OSHA also requires that the installation be done according to the manufacturer's instructions. Will installation certification by the crane manufacturer be required? Answer 6 - Crane installation must be OSHA compliant. At a minimum contractor shall certify installation.
