SSJ The Department of Defense Education Activity (DoDEA) /Domestic Dependents Elementary and Secondary Schools (DDESS) in accordance with FAR Part 13.106(b) and 41 USC 253(c)(1) awarded a sole source Firm Fixed Price contract for Psychological Services in support of Fort. Benning Schools to: VINING CONSULTING LLC DR. ODELL VINING 233 12TH STREET COLUMBUS GA 31901 DUNS: 063900150 N AICS: 621330, Offices of Mental Health Practitioners (except Physicians), Small Business Size Standard of $7,500,000.00 Authority: FAR 13.106-1(b)(1)(i) Rationale for Sole Source: Paragraph 19.c.(2) of DoDM 1342.12, Implementation of Early Intervention and Special Education Services to Eligible DoD Dependents, states the parents of a child with a disability have a right to an independent educational evaluation at the DoDEA school system expense if the parent disagrees with an evaluation obtained by the DoDEA school system. Parents have the right to select an independent evaluator as long as the evaluation meets DoDEA school system criteria [Paragraph 19.c.(3)(a)]. These rights are given to parents as a procedural safeguard for families of students with disabilities and the parents of the student of concern have exercised their right to request and independent educational evaluation.
