- The National Science Foundation proposes to issue an order to Bloomberg Finance LP under the authority of FAR Part 13.5. Under the order, Bloomberg will provide individuals within the National Center for Science and Engineering Statistics (NCSES) with subscription access to its Industry Intelligence reports and Solar Insight Service. Data is needed by the NCSES in the preparation of its Science and Engineering Indicators (SEI) report and other research purposes. The specific data required by the NCSES is as follows: I. Global private investment, by country and by technology Private investment includes angel capital, venture capital, asset finance, equity finance, and other types of private investment; Clean energy technologies, i.e., Biofuels, Solar, Wind, Biomass, Energy Efficiency, Smart Grid, Geothermal, and others. II. Global venture capital investment by country and by technology II. Global Public Research & Development, by country and by technology IV. Global Private Research & Development, by country clean energy technologies V. Any other early stage investment financing, by country and technology VI. Description of methodology -- how data is gathered, definition of technologies and types of financing, data sources for country and types of financing, and, if applicable, comparability to other clean energy financing data sources, such as International Energy Agency. VII. Time period: 2005 (or earlier) to the latest available calendar year VIII Country coverage: US, EU, larger individual EU member countries, other non-EU European countries, Japan, China, South Korea, Taiwan, Brazil, India, Russia, and other emerging countries with significant investment activity in clean energy IX Analytical support, i.e., reports and analysis of clean energy investment in countries and technologies, data verification, etc. Bloomberg New Energy Finance (BNEF) is the only source to our knowledge that provides high quality, comprehensive, internationally comparable data on investment in clean energy technologies for most countries in the world. The data is available by various clean energy technologies and by type of investment, including private and public R & D, early stage venture/capital equity, and later stage commercial investment. BNEF is considered the authoritative source on clean energy investment and is widely used by the UN, Pew Charitable Trust, and other organizations. BNEF's Solar Insight Subscription BNEF's Solar Insight Subscription includes access to analysis which includes a global demand and supply forecast for 36 major photovoltaic markets by segment. Bankability studies and tiering assessments are made available monthly while also fundamentally providing a deep understanding of trade wars and PV system economics from a strategically global perspective as BNEF boasts coverage for every continent with experts in 13 regional offices. The global team thus is able to provide unique local and global perspectives in customized market outlooks, long-term forecasts to inform business strategy building on the supply/demand forecasts, pricing models, and curated news to develop accurate projections. BNEF's proprietary pricing indexes have become the benchmark for the solar market on which the industry bases their contracts. Their price indexes and benchmarks provide another level of market monitoring. A few examples include the Chinese and Taiwanese Monthly Shipments Survey, Solar Spot Price Index, PV Operations and Maintenance Index. With respect to data, BNEF hosts a global manufacturing and project database alongside pricing, organization, assets compilations which is updated within every 48 hour period. BNEF's models yield outputs based on global indexes, data and include data from their policy database and in-house LCOE analysis that helps to value solar assets globally. BNEF also boasts a supply model based on their database of manufacturing plants worldwide. BNEF also provides ad hoc consulting as part of the subscription and dives deeper into client queries for data download requests as part of the customer experience. No other information provider can service the depth and breadth of analysis, data, and proprietary models and output that BNEF provides given their leverage of global markets and field level experts with policy expertise critical to the mission of the National Science Foundation. The period of performance will be the date of award through one year.
