- Characteristics and specifications required to be considered 'Technically Acceptable'. Insert pricing per instructions. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is OSCU-TD-3479_3484 and it is issued as a Request for Quote (RFQ). This requirement will be solicited as a total small business set aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-85. The most applicable North American Industry Classification System (NAICS) code is 315990, Apparel Accessories and Other Apparel Manufacturing and the size standard is 500 employees. The Federal Bureau of Investigation, Operational Support Contracts Unit, intends to establish a single award, firm-fixed price 60 month Indefinite Delivery Indefinite Quantity (IDIQ) type contract for Handcuffs, Batons and Accessories but reserves the right to make multiple awards. Required characteristics and specifications of the supplies required are found in the attachment titled "ATTACHMENT II - Specifications". No partial shipments are permitted unless specifically authorized at the time of award. Delivery must be made within the timelines established in the RFQ or less after receipt of order (ARO). Deliveries may be required in all 50 states including Alaska and Hawaii but primarily to Quantico, VA. Evaluation and Award Methodology: Acquisition of services will be procured in accordance with FAR Part 12 - Acquisition of Commercial Items and Part 13 - Simplified Acquisition Procedures. The Government intends to base award determination on lowest priced, technically acceptable quotation. Quoters are advised that the Contracting Officer will verify registration in the System for Award Management (SAM) database prior to award of any contract, by entering the potential awardee DUNS number into each database. Failure to complete the registration will result in elimination from consideration for award. SUBMISSION OF QUOTATIONS: Quotations must be received no later than 11:00 a.m. EDT on Thursday, March 31, 2016. The anticipated date of award will be approximately April 5, 2016. Quotations will only be accepted by email. All quotations must be sent in.pdf, or.docx or.xlxs format only to the Contract Specialist, Mr. Andrew Clark at andrew.clark@ic.fbi.gov. Include the following in your subject line: Quotation submitted in response to OSCU-TD-3479_3484. Quotations must include all documentation to support quoter's ability to provide the requested equipment. New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty. Quotation must utilize attached document titled "ATTACHMENT I - Pricing" for inputting annual pricing for each item. Quote MUST be good for 60 calendar days after close of RFQ. EVALUATION OF QUOTES/AWARD: The Government shall award to the contractor whose quote conforms to the specifications and represents the Lowest Price Technically Acceptable offer. Any requested documentation not included with the original submission may disqualify the quote from further consideration. The Government reserves the right to make no award at all if determined to be in the best interest of the Government and may disqualify any quote that takes exception to any part of this solicitation. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit cost or prices offered, unless the offeror specifies otherwise in the quote. The Government reserves the right to make multiple awards if, after considering the additional administrative costs, it is in the Government's best interest to do so.
