- INTRODUCTION THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED PURCHASE ORDER ACTION. The Bureau of labor Statistics intends to solicit and award a contract to obtain contractor services for to aid in updating four regional (Northeast, South, Midwest, and West) health care building cost models and the sample of contractors used in the calculation of PPIR 236224 and providing quarterly updates for the four regional cost models. EXTENT OF COMPETITION This acquisition will be processed under the solicitation provisions and contract clauses identified in FAR Subpart 12.3 and is anticipated for release on a Full and Open competitive basis with no set-aside restrictions as a Request for Quotation (RFQ). The North American Industry Classification System (NAICS) Code for this procurement is 519190 and the Small Business Size Standard is $27,500,000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses listed in the solicitation. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 12-Acquisition of Commercial Items and FAR Part 13.5 Simplified Procedures for Certain Commercial Items, and is expected to exceed the simplified acquisition threshold of $150,000. BACKGROUND The Bureau of Labor Statistics' Producer Price Index (PPI) program requires data and services to aid in updating four regional (Northeast, South, Midwest, and West) health care building cost models and the sample of contractors used in the calculation of PPIR 236224. In addition, a methodology to update the costs included in each of the regional cost models on a quarterly basis must be developed. The methodology shall adjust the costs for each component of the model to reflect actual market price movement observed within the region for which the model was designed. PURPOSE AND OBJECTIVES 1.Obtain from the vendor a reasonably comprehensive list of all new health care building projects that were bid, under construction, or completed construction in the United States during the period of June 1, 2013 to June 1, 2016. 2. Identify a specific project (one for each major Census region) that best reflects the ‘average' health care project within that region. 3. Develop four fully detailed regional health care building cost models. Each model shall reflect the known characteristics of the project selected as the ‘average' for the region. 4.Develop and implement a methodology to update the material, labor, and installation costs for the four regional models PERIOD OF PERFORMANCE The Period of Performance shall be effective on or around August 1, 2016. The Government anticipates a base period of approximately 10 months followed by four (4) one year option periods. CLOSING STATEMENT The solicitation will be issued on or about March 23, 2016 on the GPE federal business opportunities website and quotes will be tentatively due April 20, 2016.
