- Sole Source Justification The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Illumina Inc for MiSeq and MiniSeq Systems. The MiSeq and MiniSeq Systems are the only next-generation sequencers that integrates clonal amplification, sequencing, and data analysis in a single instrument, and are versatile in terms of length of amplicon being sequenced, increasing its ability to detect very small RNA strands, which is critical for the work done by VSPB. VSPB has developed specialized protocols and methods that are only compatible with these instruments and use the assays as the gold standard for reference testing. Compared to other products, the MiSeq and MiniSeq Systems have the shortest hands-on time, the highest data output, and the most accurate data quality for such small RNA sequencing requirements. In addition, the MiSeq and MiniSeq Systems are powered by TruSeq Sequencing Chemistry, which are the most successful and widely-adopted sequencing chemistry worldwide. Finally, due to space restriction, the MiSeq is the only one that will fit within approximately two square feet bench space (footprint is 27in x22.2 inx20.6 in). Illumina Inc. is the original manufacturer and sole supplier of the MiSeq and MiniSeq Systems.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within five days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
