Description
AbstractThis is a Market Survey/Request for Information (RFI) for Technical, Administrative, and Managerial Support Services (TAMSS) program 1. Introduction / Purpose The purpose of this Market Survey/Request for Information is to (1) inform industry of the Federal Aviation Administration ™s intent to conduct a competitive source selection for TAMSS services, (2) survey the marketplace to assess the level of interest, identify potential vendors including qualified Service Disabled Veteran Owned Businesses (SDVOSB), 8(A), and other Small Business concerns who can provide management and administrative services for the FAA ™s Technical, Administrative, and Management Support Services (TAMSS) and capabilities among qualified providers of the required services and (3) utilize inputs from the Market Survey to finalize the TAMSS acquisition strategy. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. This market survey also seeks to identify potential vendors for this contract including groups of business teams. Furthermore, this survey will aid the FAA in its determination as to whether adequate competition exists to set-aside part or all of the competition amongst eligible Service Disabled Veteran Owned Business (SDVOSB), 8(A), or other Small Business concerns. Interested parties are advised that: ¿This notice is for informational and planning purposes only; ¿This is not a Screening Information Request (SIR) or Request for Proposals; nor does it restrict the government as to the ultimate acquisition approach, nor should it be constructed as a commitment by the Government; ¿The FAA is not seeking or accepting unsolicited proposals; ¿The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and ¿Any costs associated with the market survey / RFI response submittals are solely at the interested party ™s expense; economical 2. Description of the Required Services The objective of the Technical, Administrative, and Managerial Support Services (TAMSS) contract is to obtain specialized contractor support services to meet the needs of the Federal Aviation Administration ™s (FAA ™s) Air Traffic Organization (ATO). The TAMSS Contractor must support the operational mission of the ATO and aid the ATO in achieving its organizational and programmatic goals and strategic objectives. The functional work areas that are within the scope of the TAMSS requirement are: ¿Technical Analysis ¿Air Traffic Support ¿Program Analysis ¿Business and Financial Management Support ¿Managerial and Administrative Support ¿Other Specialized Support 3. Current Level of Effort The total current estimated level of effort for for TAMSS is approximately 60-65 full-time equivalents (FTEs). The specific staffing requirements for TAMSS will be further developed before any solicitation release and definitized at contract award. Although some of the functional areas delineated for TAMSS may have been provided under different contract vehicles or programs in the past, TAMSS is considered a new action and is not a follow on effort. The FTE levels referenced in this announcement do not represent a commitment on the part of the FAA to solicit or staff the TAMSS contract at a particular level of effort. 4. Contract Type The FAA anticipates that TAMSS will be a time and materials (T&M), indefinite delivery/indefinite quantity (IDIQ), task-order contract with travel and other direct charges (ODCs) reimbursed based on actual costs incurred. 5. Questions and Comments Submit any questions or comments, which must be limited to aspects of this announcement that affect the preparation of the Market Survey/RFI response, via email to savatore.ales@faa.gov. Comments concerning the draft SOW are welcome and optional. Please use the attached comment matrix to submit comments or questions on the SOW which are due no later than 15 days after posting. The FAA may or may not respond to any comments received on the SOW. Comments on the SOW are not considered part of the Capability Statement submission page limit. 6. Responses to the Market Survey / RFI a. Responses to the Market Survey/RFI must include the following two items: 1) i) A Capability Statement that describes: A descriptive overview of your company ™s capabilities to provide the required services in any or all of the six functional task areas in the attached draft SOW that your firm may be interested in pursuing. The narrative should demonstrate your firm ™s capabilities to perform the work including managerial ability to oversee performance and comply with reporting requirements. b. Your experience in the past 5 years in providing the required services in any or all of the six functional task areas in the attached draft SOW. The description of the experience must include the name of the contract, client, staffing level (# of FTEs) provided by your firm, percentage of the total staffing, contract number, period of performance, contract type (commercial or government), period of performance, and performed as prime or subcontractor for no more than 3 contracts. Information provided on experience is not considered part of the Capability Statement submission page limit 2) ii) A completed FAA Business Declaration form submitted in *.pdf format. The Capability Statement must be not exceed 2 pages in length, with margins no less than 1 inch, and must be in Times New Roman, 12 font. The submitted file format must only be in *.doc, *.docx, or *.pdf format. Responding 8(a) firms must also provide an 8(a) Certification Letter from the Small Business Administration in *.pdf format. Responding Service Disabled Veteran-Owned Small Businesses (SDVOSB) must be listed in the VEtbiz database in addition to completing the Bus. Declaration Form. b) Submitted materials will not be evaluated, i.e. scored, nor will the FAA provide feedback on any of the submitted materials. In addition, responses to the Market Survey/RFI will not be viewed by the FAA as a commitment by the respondents to submit a proposal in response to the TAMSS SIR if it is released. c) The FAA will not release or distribute any of the information contained in the Market Survey / RFI responses. However, respondents must identify and clearly mark any proprietary information in their submissions. D) Responses of interested parties should include the following: Business information: a.Company name b.Company address c.D&B DUNS number d.Type of business e.Does your organization have a Government approved accounting system? If so, please identify the agency that approved the system. f.Company Point of Contact: Name, email address, and phone number E) Response information: Interested parties that anticipate teaming must be able to show experience and/or the ability to provide the following: Teaming arrangements: Teaming arrangements are strongly encouraged. All teaming arrangements should include the above cited information and certifications for each entity on the proposed team. Submitted information on teaming is not considered part of the capability statement page limit. 7. Market Survey/RFI Response Submission Instructions Market Survey/RFI responses must be submitted via email to Salvatore Ales, salvatore.ales@faa.gov by 2:00 PM EDT on April 25, 2016. Submission received after this date will be determined late and will not be considered.
