This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912CJ-16-T-0021 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.50M.This requirement is an [ Economically Disadvantaged Women-Owned Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-04-11 16:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. The MICC Moffett Field requires the following items, Meet or Exceed, to the following: Base Period of Performance: 04/29/2016 - 04/28/2017 LI 001: IMPROVED MOWING, 24, EA; LI 002: MANPOWER REPORTING, 1, EA; Option 1 Period of Performance: 04/29/2017 - 04/28/2018 LI 001: IMPROVED MOWING, 24, EA; LI 002: MANPOWER REPORTING, 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Moffett Field intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Moffett Field is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. Award will be made based on the Lowest Price Technically Acceptable (LPTA) process and offers shall be evaluated as accetable or unacceptable in meeting and providing all required information for the following factors: FACTOR 1 - Experience: Offerors shall provide/identify a minimum of three contracts performed within the past five years for the Department of Defense that are within the same or grater magnitude in scope, dollar amount and complexity. Contractor shall provide, at a minimum, the following information: >Contract Number, award amount, award type, award date and ultimate completion date; >Description; >Contracting Officer: (Name, Email and Phone Number; and >Contracting Officer's Representative (COR): (Name, Email and Phone Number) FACTOR 2 - Key Personnel Qualification: The Offeror shall provide personnel who are fully qualified and competent to perform the full range of tasks described in the PWS. The offeror shall submit qualifications/resume along with a firm commitment letter of the proposed key personnel: Project Manager and the alternate. These personnel must have at least two years of project management experience that fall within similar size and scope of this requirement. FACTOR 3 - Past Performance: This will be evaluated in accordance with FAR 13.106-2(b)(3)(ii), which states it may be based on one or more of the following: >The contracting officer's knowledge of and previous experience with the supply or service being acquired; >Customer surveys, and past performance questionnaire replies; >The Government-wide Past Performance Information Retrieval System (PPIRS) at www.ppirs.gov; or >Any other reasonable basis If interested in attending site visit at this location, it will be located at the address listed in the PWS on attached solicitation. Attempts to file protests through Fedbid will not be considered legitimate as they do not conform to the requirements in the Federal Acquisition Regulation (FAR). It is preferable that disputes and protests be resolved as quickly as possible at the lowest level possible before considering the more formal process described below. Interested parties wishing to file an agency protest must abide by the provisions in FAR Part 33, Protests, Disputes, and Appeals. The HQ, AMC-Level Protest Program is intended to encourage interested parties to seek resolution of their concerns within AMC, as an Alternate Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods, as if filed at the GAO. The AMC protest decision goal is to resolve protests within 20 working days from filing. To be timely, protests must be filed within the periods specified in FAR 33.10. If you want to file a protest under the AMC-Level Protest Program, the protest must request resolution under that program and be sent to the address below. All other agency-level protests should be sent to the contracting officer for resolution.
