Description
SF18 RFQ FAR Clauses Department of Labor Wage Rates for Memphis, TN. Dates for April Scope of Work Please see attachements for more information. Reserve Berthing Statement of Work The following Statement of Work is provided as a general guideline, which represents the Government's minimum requirements. Standard commercial practices are to be implemented for this requirement. Statement of Work: The Government requires standard commercial berthing (hotel accommodations) for authorized U.S. Coast Guard Reservists who are authorized rooming accommodations for scheduled drill periods. Rooms are generally required on the weekend; however, there are instances when rooms will be required on week days. This requirement is for sleeping rooms only, which meet the following criteria: • Double occupancy rooms (Preferred) Any additional charges or incidentals incurred (i.e. long distance, movies, etc.) are the responsibility of the member and must not be included on the invoice(s) submitted to the U. S. Coast Guard for payment. The cost of the rooms will be at a rate established as a result of this Request for Quotation. • The Contractor must indicate on the SF-18 if parking is available on site. If there is an additional fee for parking, that amount must be included in the space allotted. If there is no additional cost and parking is available, Contractor must indicate that in writing. o The Contractor will provide a Confirmation Number for each reservation. Reservations by any other parties are not permitted and will not be the responsibility of the U. S. Coast Guard. Payment of unauthorized stays will be between the Contractor and the unauthorized party. o A rooming list will be provided to the Contractor by the designated Authorized Caller o The designated Authorized Caller will have the ability to cancel reservations up to 6:00 p.m. on the 1st day of the stay without incurring charges. Charges for cancellations after 6:00 p.m. are negotiable between the Authorized Caller and the Contractor only. • All reservations will be for non-smoking rooms. Periods of performance: The period of performance for services as a resulting from this Request for Quotation will be for the period 01 April 2016 through 31 August 2016. Evaluation Criteria: The following factors shall be used to evaluate quotations: Technical capability of the contractor to provide the required number of sleeping rooms for the U.S. Coast Guard Reservists in accordance with the tentative drill schedule provided. The contractor's quotation must be determined technically acceptable. The contractor must furnish information technical information about the facility as well as amenities provided. Submission of descriptive brochures and literature/pictures for review during evaluation is strongly encouraged. All technical information provided must be in Adobe "PDF" file format, to be considered. The following factors will be used, in addition to the one listed above, during evaluation of the Contractor's quotation: (ii) Pricing (iii) Location (iv) Safety (v) Past Performance The Contractor"s facility must be within a 15-mile radius of the U. S. Coast Guard Facility located at 2 A. W. Willis Ave, Memphis, TN 38105-1502. The Government reserves the right to make an award to the Contractor who is determined to be other than the low offeror when it has been determined by the Contracting Officer to be the Best Value and advantageous to the Government, location, and other factors as listed above. Quotations are determined lowest price technically acceptable based on the evaluation factors shall be considered for award. The Contractor must meet the requirements set forth in this Request for Quotation and submission of the signed SF-18 which has not taken exception to the requirements of this statement of work. Quotations taking exception to this statement of work and do not meet the Government's requirement may be determined to be unacceptable and may not be considered. The Government intends to evaluate quotations and may contact the offeror for further information but will be done at the discretion of the Contracting Officer. Each quotation should contain the contractors best terms from a technical, delivery, and pricing standpoint. Payment: Payment of certified folios/invoices will be made in arrears by the Government Purchase Card. The following criteria must be completed to facilitate the payment process. • Upon completion of authorized stay(s) and/or checkout, the Contractor shall provide Base New Orleans an invoice for reconciliation, inspection, approval and final certification. • Contractor shall provide contract numbers on all invoices/folio for payment. • Upon certification of the Contractor's invoice(s), the designated Payment Official will contact the Contractor to provide the Government Purchase Card data to process the payment. • The Contractor will provide the designated Payment Official a copy of the Government Charge Card receipt for each transaction.
