Description
309th SMXG BCS-F Engineering Transition Performance Work Statement (PWS) 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. THE PROPOSED CONTRACT ACTIONS IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER THE AUTHORITY OF FAR 6.301. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determinin g if this effort can be competitive. 2. Interested persons may identify their interest and capability to respond to the requirements in the Performance Work Statement (PWS) or submit proposals. All proposals received prior to the closing date on the solicitation will be considered by the Government. A determination by the Government not to compete this prosed contract based upon responses to this notice is soley within the discretion of the Government. Information received will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE TO THE DATA/SOFTWARE NEEDED TO PURCHASE THIS ITEM/SERVICE FROM ADDITIONAL SOURCES. 3. Description of Service: The Battle Control System-Fixed (BCS-F) system provides North American Aerospace Defense Command (NORAD) and Pacific Command (PACOM) Commanders with surveillance and control of NORAD's Area of Operations (AOO) warning and assessment of aerospace attacks and response against air attacks. The mission requires a 24 hours a day, 365 days a year operation. BCS-F system processes, integrates, displays, and distributes data from sensors, data links, and other Command and Control (C2) agencies to maintain situational awareness and support air interdiction operations. The contractor shall complete taskings in BCS-F Functional Code Training, Software Engineering Development, Systems Engineering, Test Engineering, Project Management, Enginnering Support and Augmentation, System Administration, Information Assurance (IA), and Operations, Software Engineering, Configuration Manageemnt and Software Development. The estimated Period of Performance is 01 June 2016 - 31 December 2017. A J&A will be posted to www.fbo.gov 14 days after contract award.
