- FACILITIES MAINTENANCE CAPABILITIES QUESTIONNAIRE DRAFT STATEMENT OF WORK THIS IS NOT A SOLICITATION AND DOES NOT ASSUME THE GOVERNMENT WILL AWARD A CONTRACT IN THE NEAR FUTURE. THIS NOTICE IS ONLY FOR MARKET RESEARCH PURPOSES. This is a Sources Sought notice to determine the availability of potential small businesses. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relate to the North American Industry Classification System (NAICS) code for the proposed acquisition. Responses will NOT be accepted from any other source(s). Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The North American Industry Classification System Code (NAICS) is (561210). The submission of this information is for planning purposes only and is not to be construed as a commitment by the Government to procure any items/services. GENERAL: This notice is a Request for Information (RFI) and is NOT/NOT a Request for Proposals (RFP) or a Request for Quotations (RFQ). The Department of State is issuing this RFI as a means of conducting market research to identify parties having an interest in and capable of providing the services herein the Draft Statement of Work (see attachment). Participation in this effort is strictly voluntary. It is the responsibility of the interested parties to monitor the FedBizOpps site for additional information pertaining to this RFI. Please be advised that all submissions become U.S. Government property. Responses to this RFI will not be returned. The RFI does not commit the Government to procure or contract for said services. The Contracting Officer is the only individual who can commit the government to the expenditure of public funds in connection with the proposed procurement. Proprietary/competition sensitive information will be protected from disclosure to the greatest extent practical, however, it is preferred that respondents do not provide proprietary or otherwise propriety/sensitive information in their response. Each page considered by a submitting organization to contain proprietary information should be clearly marked. The requested information is for planning and market research purposes only and WILL NOT/NOT be publicly released. Respondents will NOT be notified of the results of the evaluation. Responders are solely responsible for all expenses associated with responding to this RFI. RESPONSE PREPARATION INSTRUCTIONS: Responses must be submitted via email to Katya Gutierrez, Contracts Specialist at GutierrezKV@state.gov. The deadline for the submission of responses to this RFI is 2:00 p.m. EST, Thursday, March 31, 2016. All questions concerning this RFI must be submitted by sending an email to Katya Gutierrez no later than 12:00 p.m. EST Wednesday, March 30, 2016. Questions received after that date will not be answered, unless the Government determines the answer to the question imparts information material to Industry's ability to respond to this RFI. Government response to questions will be posted. All Government responses to questions will be made available on www.fedbizopps.gov. No phone calls will be accepted. No responses will be accepted after 2:00 p.m., EST Thursday, March 31, 2016. No questions will be accepted after 12:00 p.m., EST, Wednesday, March 30, 2016. DESCRIPTION OF INFORMATION REQUESTED Responses to this RFI should include the organization's full name, headquarters locations, and location of an office in the Washington, DC area, if any. They should also include the name of a point-of-contact and his/her email and conventional mailing addresses. See Capabilities Questionnaire Attachment. Department of State (DOS) Bureau for International Narcotics and Law Enforcement Affairs (INL) is looking for a contractor to provide facility management and maintenance for the ILEA Roswell facility in Roswell, NM. Services under this contract include, but are not limited to the following: Care and upkeep of the ILEA Roswell facility to include all corrective and preventive maintenance, fleet management to include several vehicles and buses; lodging, catering services for up to 500 delegates per year; and transportation to and from the Albuquerque, Roswell and Hobbs new Mexico airports, Delegation logistical support for international students attending the ILEA Roswell training program in Roswell, NM. INL will require logistical support multiple weeks at a time, as participants in various Department of State foreign policy and technical outreach training programs. Some logistical Services the contractor shall provide but not limited to providing opportunities for the delegates to experience the American culture in and around Roswell, New Mexico. American culture encompasses the customs and traditions of the United States. "The contractor shall be prepared to offer cultural activities for nights and weekends that delegates are not in session. The contractor shall provide logistical support to other U. S. Government personnel and contractors engaged in supporting the program as required including administrative and logistical support for the successful training of the delegates. The current course is four weeks in length with ten sessions per year. The Department is looking for creative and unique responses for the operation and management of the ILEA Roswell facility and program. The PLACE OF PERFORMANCE would be in Roswell, New Mexico. Firms are invited to indicate their interests and capabilities by providing answers on the Capabilities Questionnaire in a separate (Capability Statement) to the email address provided in this notice. The Capability Statement shall be no longer than three (3) pages.
