- This immediate acquisition is set-aside for participation by small business concerns. The U.S. Geological Survey (USGS) has a requirement for analysis on approximately 282 decapitated, whole-body rainbow trout. The laboratory must prepare all samples for analysis, including grinding of whole frozen specimens using liquid nitrogen or dry ice, lyophilization of ground tissue, lipid extraction of lyophilized tissue, analysis of lipid classes by enzymatic assay, and determination of percent water.. This is a combined synopsis/solicitation for a firm fixed price commercial services contract prepared in accordance with the format in FAR Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will be issued. The solicitation number is G16PS00340 and is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in affect through Federal Acquisition Circular (FAC) 2005-87, effective 07 March 2016. Please see solicitation with CLINS, technical specifications, provisions, and clauses. All questions pertaining to this solicitation must be submitted to the Contracting Officer by 03:00pm ET on March 30, 2016. Quotations are due no later than 03:00pm ET on April 5, 2016. The Government anticipates award of a commercial, Firm-Fixed Price type contract on or about April 6, 2016. It is the responsibility of all interested parties to check back periodically for any amendments to the synopsis or solicitation. In order to comply with the debt collection improvement act of 1966, all contractors must be registered and have an active registration in the System for Award Management (SAM) to be considered for an award of a federal contract. This system combines data that was formerly contained in the Central Contractors Registration (CCR) and Online Representation and Certifications (ORCA).
