MARKET SURVEY REQUEST: THIS IS A REQUEST FOR INFORMATION ONLY for market research and planning purposes only, as defined in FAR 15.201(e). This is not a solicitation or request for competitive proposals. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. It is not to be construed as a commitment by the Government nor will the Government pay for the information solicited. No solicitation document exists or is guaranteed to be issued as a result of this Notice. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted, and the Government will not reimburse respondents for preparation of the response. Response to this Notice is strictly voluntary and will not affect future ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. BACKGROUND: The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Natick Contracting Division is conducting market research to obtain information regarding the capability of companies to provide all of the following: General Contractor Services, Structural Systems Services, Painting and Masonry Services, Electrical and Plumbing Services, Heating, Ventilation and Air Conditioning Services, Access and Alarm Systems Services (Including Locksmith, Fire, and Life Safety), Specialized Laboratory Systems Services, Emergency Response Services, and Janitorial & Cleaning Services to the Naval Health Research Command in Point Loma, California. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the job. This is a Sources Sought for a JOB Order Contract (JOC), from which Task Orders will be issued. PLEASE NOTE: At this time, we are only interested in responses from prime contractors with similar project experience with the ability to have a bonding capability of $2M per year. SPECIFICATIONS: The Tasks being sought for this requirement are as follows: Task 1: General Contractor Services, including Real Property Inventory, Computer Aided Facilities Management, parking Tasks, roads, drainage structures and grounds, inspections, quality assurance, installation of heavy equipment (not covered by any of the Tasks below). Task 2: Structural System Services, including Carpentry - Provides maintenance, repair, and replacement services on floors, floor coverings, walls, wall coverings, windows, ceilings, non-moveable furniture, cabinetry, shelving, wall hangings, signage, exterior systems such as roofs, gutters, downspouts, structural brick work, structural stone and masonry work, caulking, tuck pointing, exterior protective coverings, concrete stoop, and steps/stairs attached to buildings, short of normal painting and masonry services. Task 3: Painting and Masonry Services (non-structural; bid/performance/payment bond exempt) Task 4: Electrical Services - Provides service to the building electrical distribution systems, lighting and outlets. Task 5: Plumbing Services - Domestic water, drinking fountains, showers, emergency eyewashes, sinks, toilets, urinals, flush valves, back flow preventers, and sewer maintenance. Task 6: Heating, Ventilation and Air Conditioning Services - Service to furnaces, air conditioners, ventilation systems, air handlers, heating pumps, heat exchangers, control valves, control systems, steam pressure reducing stations, exhaust systems, motor controls, motors, fans, coils, filters, steam traps, terminal control boxes, thermostats, fin tube radiation, chillers, window air conditioners, etc. Task 7: Access and Alarm Systems Services, including Locksmith, Fire, and Life Safety - Access control includes ID card access system, electrical and mechanical locks, doors and door hardware, fire alarms, fire sprinklers, burglar and security alarm systems. Does not include credentialing of client military, federal, and contractor personnel. (RS Means, coefficient, and bid/performance/payment bond exempt. Guaranteed minimum does not apply.) Task 8: Specialized Laboratory Systems Services - Laboratory support systems such as fume hoods, bio safety cabinets and laminar flow hoods, including certification thereof. These include central building laboratory support systems such as vacuum systems, compressed air and gas distribution, water softeners, water polishers, pure water equipment, autoclaves, freezers, walk-in coolers, growth chambers, centrifuges, ice machines, and air driers. (RS Means, coefficient, and bid/performance/payment bond exempt. Equipment warranties may apply. Blanket Purchase Agreements may be available.) Task 9: Emergency Response Services - Respond quickly to repair and restore facilities after flooding, power outages, and other disaster-related anomalies. (Guaranteed minimum does not apply. RS Means, coefficient, and bid/performance/payment bond exempt.) Task 10: Janitorial & Cleaning Services (RS Means, coefficient, and bid/performance/payment bond exempt). SUBMITTALS: Interested parties shall respond by specifying if they have the ability to provide the services that expressly meets the parameters listed above. Interested Parties shall submit a short summary (no more than 5 pages total) describing their companies' capabilities in each of these areas. Interested Parties shall provide business size status based upon NAICS code 236220, Small Business Size Standard of $36.5 Million, and CAGE code as registered at SAM.gov. Interested Parties shall submit the summary package by the Government's requested date of 08 April 2016. Interested parties shall submit information in response to this RFI to: Jennifer.s.bassett.civ@mail.mil. Responses shall be submitted and received via Email no later than 1:00PM EST 08 April 2016. Documents shall be electronic in Microsoft Word, Excel, Power Point, and/or Adobe Portable Document Format (PDF) and provided as attachments to the Email. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to the RFI will not be returned. Responses to this RFI are not offers for contract and will not be used by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Vendors offering services that they believe would be suitable for the services as described herein shall submit all supporting documentation requested by this RFI to the POC noted above.
