The Base Bid for this project consists of replacing the current cooling towers that are nearing their life expectancy. This effort includes removing the existing towers and installing new towers at a new site location adjacent to the recently installed (2013) mechanical, electrical, and plumbing (MEP) plant. Site work will be necessary to prepare a foundation for the new towers and support systems. The make-up water for the towers is provided by public supply, for which a water storage tank tower will be provided and the water treatment systems will be upgraded as part of the project. The new cooling tower systems must be fully tested and integrated with the existing MEP plant equipment to provide a single operational system. All work shall be phased to prevent interruptions to the mission-critical functions at the facility. Optional work that may be awarded includes redundant condenser water lines (in addition to those needed for the new location) to eliminate single points of failure in the condenser water systems; a pre-engineered building and electrical substation; and reconfiguration of an existing on-site water well to provide a back-up source of make-up water complete with a new chemical treatment system to make the well water suitable for this use. The project has the following characteristics:  Project Type: Cooling Tower Replacement  Equipment Size: Six (6) 3290/cell cooling towers in addition to site work  Procurement: General Construction  Sources: Total small business set-aside  Selection Process: GSA will utilize a best value source selection process. The selection factors are as follows: • Prior Experience • Past Performance on Relevant Projects • Management Plan and Key Personnel • Price Offerors shall provide proof of bonding capacity as part of their price proposal submission. A minimum bonding capacity of $10 million for a single project is required. This project will be awarded as a firm fixed price contract. The estimated project cost is between $5,000,000 and $10,000,000. Award will be made to the firm offering the best value to the Government in terms of price and technical merit. The NAICS code applicable to this project is 236220. This procurement is being solicited on a total small business set-aside basis. The Pre-Proposal Conference for Prime Contractors will take place on-site at the IRS campus in Kearneysville, WV, on 05 April 2016 at 12:00 noon. The purpose of this conference will be to provide instructions for the submission of technical proposals and to address general questions regarding the overall project. GSA technical personnel will be present to give limited answers to questions. All significant questions will be answered in an amendment to the solicitation. The general nature of this proposed contract will be discussed. Attendance at the Pre-Proposal Conference is not required to bid on the project. Prior notification of attendance to this conference is mandatory and must be received not later than 12:00 noon, Friday April 1, 2016. Attendees must show a valid government issued photo identification, driver's license preferred, in order to be allowed entry to the site.
