- SOW. Purpose of this Notice: This is strictly market research to assist in determining the appropriate acquisition strategy to obtain contractor support services to perform the same or similar requirements to those described in this notice. The Centers for Medicare & Medicaid Services (CMS) may or may not issue a request for proposal or request for quotation. Reponses to this sources sought notice shall be the submission of a capability statement; accordingly, CMS will not entertain questions regarding this market research. This is a SOURCES SOUGHT NOTICE posted for INFORMATIONAL PURPOSES ONLY and will be used to assist the Centers for Medicare and Medicaid Services (CMS) in determining the availability of small businesses that have the capability in providing methodological and analytic services needed to support the Center for Medicare and Medicaid Innovation Center (CMMI) in identifying, testing, and operationalizing risk mitigation strategies that target fraud/waste/abuse (FWA) and non-compliance among organizations and participants in CMMI models, with CMMI program requirements. CMS is interested in responses to this notice from small businesses (including 8(a) businesses, service-disabled veteran owned small businesses, HUBZone small business, veteran-owned small businesses, women-owned small businesses, and small disadvantaged businesses). Background: Section 1115A of the Social Security Act (added by section 3021 of the Affordable Care Act) (42 U.S.C. 1315a) authorizes the Secretary to test innovative health care payment and service delivery models that have the potential to lower Medicare, Medicaid, and CHIP spending while maintaining or improving the quality of beneficiaries' care. CMMI strives to continuously monitor model participants' performance to identify potential fraud/waste/abuse as well as compliance with participation agreements. CMMI routinely looks for approaches to compliance that leverages broadly-applicable methods and processes that are cross-cutting to our models and support the efforts of other Center for Medicare and Medicaid Services (CMS) components and Federal partners. One partner in this process is the Center for Program Integrity which supports CMMI models through a variety of compliance activities from vetting through investigative services if FWA or other kinds of adverse behaviors are identified. Response Requirements: Each firm's capability statements that are submitted in response to this Sources Sought Notice, must demonstrate the capability of performing all tasks that are listed under the Statement of Work. Each firm shall demonstrate in its capability statements that it can meet the following items listed below: 1. Please provide a statement regarding your firm's interest in performing as a prime contractor or a subcontractor on this requirement? 2. Please provide in percentage how much of the work your firm complete as described in the Draft SOW and how? 3. If the Prime contractor is going to rely on a subcontractor to perform a portion of the work, how will the Prime contractor manage the subcontractor's performance? Please describe as a Prime contractor how you would demonstrate this capability. 5. Can the firm demonstrate the ability to deliver results required by the SOW under a tight time frame? 4. Please provide the business information outlined below. •Company Name •DUNS •Company Address. •Company Point of Contact, phone number and email address •Type of company under NAICS: 541720, as validated via the Central Contractor Registration (CCR). Additional information on NAICS codes can be found at www.sba.gov. All offerors must register on the CCR located at http://www.sam.gov •Please provide socioeconomic status if the firm is small business as outlined on www.sba.gov. •Documentation showing an audit of the contractor's accounting system showing the system is acceptable to conduct cost-type contract work (if such an audit has been done or can be obtained by the time of award). •Point of Contact, phone number and email address of individuals who can verify the demonstrated capabilities identified in the responses. Teaming Arrangements: Entities seeking to respond to this notice as a team or to rely on subcontractors to perform any portion of the work must include the above-requested information and certifications for each entity on the proposed team or each proposed subcontractor. The contractor and any subcontractors must not have any relationships or arrangements through business operations or its employees that could be considered as possibly lessening the company's objectivity concerning any aspect of the proposed tasks. If such relationships or arrangements exist, contractors or subcontractors shall be required, during the procurement process (if one occurs), to identify potential conflicts of interest and discuss how the conflicts will be addressed and mitigated.
