- This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. Any information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date a solicitation notice will be published. No award will be made as a result of this market research. This Sources Sought is in support of a market survey being conducted by The Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), contracts office, to determine potential sources capable of fulfilling a contract to provide independent support for Government solution-based projects utilizing the Georgia Tech Research Institute (GTRI), Atlanta, GA and the GTRI Quantico based Modeling and Simulation Facility located in Quantico, VA, and to assist the Government with solution-based projects that encompass research, testing, and evaluation of Government systems through a robust system engineering trade space capability characterized as the Framework for Assessing Cost and Technology (FACT). FACT is the flagship initiative to integrate models representing all characteristics of system performance, cost, and Reliability, Maintainability and Availability (RM&A) into a collaborative environment to support understanding and decision-making. The contractor must have access to Original Equipment Manufacturers (OEM) proprietary data and designs in order to affect the necessary product and process evaluations. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. All interested sources shall provide the organization name, address, point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code. In addition, all interested sources shall provide a summary of their company's capabilities.
