- The Government intends to award a Sole Source Contract to ICL Performance Products for 180,000 lbs. White Phosphorus (WP), Grade 2 IAW MIL-W-215D w/Amd 2 dated 19 Mar 91 and Note 1 dated 19 Apr 96. The applicable NAICS code is 325920, Explosives Manufacturing. The proposed contract action is for an item for which the Government intends to solicit only one source. Under the authority of FAR 6.302-3, Full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources in order to keep vital facilities or suppliers in business or make them available in the event of a national emergency. The Government is aware of only one source, Monsanto, who currently manufactures WP in the United States or Canada. Monsanto currently does not supply WP directly to the Government, and will only provide WP to the Government through distributor ICL Performance Products. Therefore, a sole source award shall be made to ICL Performance Products as Monsanto is the only company within the National Technology and Industrial Base (NTIB) that can meet the US Government requirements. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
