Statement of Work Solicitation SYNOPSIS - GENERAL IFB SB Set-aside Document Type: Solicitation Number: W912JV-16-B-0001 Classification Code Z - Maintenance, Repair or Alteration of Real Property Set Aside: Small Business NAICS Code: 237990 - Other Heavy and Civil Engineering Construction The 142nd Fighter Wing, Portland Air National Guard, Portland OR, intends to issue an Invitation For Bid (IFB) to award a single firm fixed- price construction contract to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to regrade failing gravel road. To include cut drainage ditch along shoulder of existing gravel road, cut existing crown, turn soil and reshape. Add gravel where necessary to create a usable, to specification roadway. Location of Radar Hill is 91588 Rilea McCarter Rd, Warrenton, OR 97146. Magnitude of this project is below $25,000. Construction/contract completion time is 7 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 237990. The small business size standard is $36.5 million. This action is being procured as a 100% Small Business set aside. Your attention is directed to FAR CLAUSE 52.219-14 (b)(4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The tentative date for issuing the solicitation is on-or about 4 March 2016. The tentative date for the pre-bid conference is on-or about 9 March 2016 local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 16 March 2016 via email to SMSgt Denise Phillips, denise.a.phillips14.mil@mail.mil. The bid opening date is scheduled for on-or about 4 April 2016. Actual dates and times will be identified in the solicitation. Interested offerors must be registered in SAM. The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number, 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY). The official plans and specifications will be attached to the solicitation Amendments, if/when issued will be posted to https://www.fbo.gov/ for electronic downloading.
