Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY The Department of Veterans Affairs, Network Contracting Office (NCO 21), has a requirement to offer opioid agonist treatment to all qualified and approved veteran patients diagnosed with opioid dependence. The services sought include SAMHSA-certified, CARF-accredited methadone dispensing for patients with opioid dependence and the capability to dispense buprenorphine/naloxone daily from the dosing window. This is neither a solicitation announcement nor a request for proposals or quotes and shall not obligate the Government to award a contract. Requests for a solicitation shall not receive a response. Responses to this sources sought announcement shall be in writing. Responses to this notice should be sent via email to William Tanksley, Contracting Officer, at william.tanksley2@va.gov. The purpose of this sources sought announcement is to gain knowledge of potential sources and to identify parties having an interest in and capable of provided the requested services. If your organization is interested in providing these services under contract, please respond to this announcement by 2:00 PM PST, March 31, 2016, and include the following information: 1.Name of organization, address including zip code, point of contact, telephone number, and email address. 2.Confirmation of organization's active System for Award (SAM) registration with expiration date. 3.Business size and classification to include any designations as Certified Small Business, HUBZone Certified Small Business Concern, Section 8(a) contractor, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women Owned Small Business, or Large Business Concern. 4.Number of years of experience providing methadone treatment services. 5.Provide a minimum of two (2), but no more than five (5) similar requirements completed within the past five (5) years from the date of this announcement which demonstrates experience in providing all services included in this requirement. 6.A brief overview of how your organization would provide the services included in items 1-6 of Section A listed below along with how your organization would comply with the requirements included in Sections B through E also listed below. A. Services to be provided: 1. Methadone dispensing and take-home dose privileges in compliance with federal and state methadone regulations. The anticipated volume of veteran patients is approximately 65, including outpatients and patients currently residing in residential treatment programs located at the VA Menlo Park and VA Palo Alto campuses. 2. Capability to dispense buprenorphine/naloxone from the window on a daily basis. 3. Urine drug monitoring in compliance with federal and state methadone regulations. 4. Admission evaluation and as needed follow-up appointments by a physician (MD/DO) or nurse practitioner (NP), under the supervision of a physician, with expertise in opioid replacement therapy. 5. Initial assessment, weekly individualized counseling, and as needed case management by a certified Substance Abuse Counselor or higher degree. 6. Annual medical assessment by a physician or physician-extender experienced in treating substance use disorders. B. Location of where services would be provided: On site at the VA Menlo Park campus (795 Willow Road, Building 332, Menlo Park, CA 94025). Please note: The successful offeror will be required to lease this space from the Government at a rate based on current fair market value. C. Hours of operation: Monday through Friday 5:00 AM to 2:30 PM; Saturday and Sunday 7:00 AM to 9:30 AM; excluding federal holidays. D. Laws and regulations that apply: Compliance with all federal and state methadone regulations in 42 CFR 8.12 and CCR Title 9, Division 4, Chapter 4. E. Contractor qualifications: 1. At least 5 years of experience operating a methadone maintenance treatment program. 2. Certification including but not limited to: Substance Abuse and Mental Health Services Administration (SAMHSA) by way of the Commission on Accreditation of Rehabilitation Facilities (CARF); California Department of Health Care Services (DHCS); Drug Enforcement Agency (DEA); and the Food and Drug Administration (FDA). Responses to this notice are strictly for market research purposes and will be used by the Government to make appropriate acquisition decisions. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. The North American Classification System (NAICS) code for this acquisition is 621420 and the applicable size standard is $15.0M.
