- RFI for Special Studies REQUEST FOR INFORMATION Description: This notice is a Request for Information (RFI) and is not a Request for Quotation (RFQ) and/or a Request for Proposals (RFP). The government will not award a contract on the basis of this notice or otherwise pay for any price or cost related to; and/ or associated with the preparation and submission of information solicited by this notice. The Request for Information is for planning and market research purposes only. Therefore, the information obtained by the Government as a result of this notice will not be publicly released. Pursuant to FAR 15.201(E), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Federal Motor Carrier Safety Administration (FMCSA) is seeking market research, potential sources and best practices information for an independent organization with access to an extensive network of transportation experts and researchers, and wide experience in providing federal transportation research offices with expert panels, workshops, assessments of research portfolios, and distribution of findings. The independent source must have the capacity to draw on the reservoir of diverse expertise found across the scientific community, including state departments of transportation, the research and academic communities, industry, safety advocates, the National Academies of Sciences, their Committee on National Statistics, and the relevant committees of the Transportation Research Board. The independent source's effort will successfully stimulate transportation research, evaluate such research, and disseminate its results to appropriate individuals and organizations through the transportation research community. This includes maintaining a repository of research studies and reports relating to commercial motor vehicle safety. Specific activities will include: a) the organization and provision of facilities, for FMCSA Annual Research Forum which attracts approximately 200 experts and representatives from industry, the safety advocate organizations, and the research community; b) coordination of FMCSA activities with the Transportation Research Board's Truck and Bus Safety committee, and other committees as appropriate; c) establishment of expert panels consisting of diverse, nationally-recognized experts in the fields of statistics, modelling, engineering, automotive dynamics, human subject research, and commercial motor vehicle technology; and d) provide necessary experts to establish, administer and participate in professional meetings, committee activities, dissemination of research, and other services to support the FMCSA research mission. Background: The Federal Motor Carrier Safety Administration's (FMCSA's) mission is to reduce commercial vehicle-related fatalities and injuries. FMCSA's Research and Technology (R&T) program plays a key role to support the Agency's goal of reducing large-truck-related fatalities. Recognizing that highway crashes often stem from a number of interrelated factors, FMCSA has created a comprehensive motor carrier R&T program to support its safety goal. The developed R&T program is based on the following strategic objectives: Produce Safer Drivers: Ensure that commercial drivers are physically qualified, trained to perform safely, and mentally alert; Improve Safety of Commercial Motor Vehicles: Improve truck and motor coach performance through vehicle based safety technologies and infrastructure; Produce Safer Carriers: Support efforts to improve carrier safety by applying safety management principles, compiling best management practices, communicating best practices, and supporting the Agency's enforcement of carrier-related regulations; Advance Safety Through Information-Based Initiatives: Improve the safety and productivity of commercial motor vehicle operations through the application of information systems and technologies; Improve Security through Safety Initiatives: Develop and implement in conjunction with the Transportation Security Administration (TSA) and others' safety initiatives that also have security benefits for truck and motor coach operations; Enable and Motivate Internal Excellence: Improve performance to serve the customers of the Office of Research and Technology more effectively and economically. In addition to supporting FMCSA's diverse operational safety initiatives, this program works to deliver safety in new ways, including the development, evaluation, and deployment of advanced safety technologies. R&T conducts a wide range of research involving a variety of driver, vehicle, roadway, and environmental issues, including those associated with conventional and advanced in-vehicle technologies designed to assist drivers and influence their ability to avoid crashes. Research develops knowledge about how driver characteristics and capabilities interact with vehicle systems, the roadway (e.g., road type and other vehicles) and the environment (e.g., weather, daytime/nighttime) to influence the safety, effectiveness, and ease of use of these systems. Such research has a broad focus, including experimental studies of driver performance, measurement of on-road driver behavior and performance, driver outreach (education and training), evaluating driver behavior and performance in crash-likely situations in simulators, evaluations of the safety benefits of system designs in real-world use, and the application of cutting edge technology to address a wide range of traffic safety and related issues. General Information: The government may be utilizing non-government personnel under this RFI. The role of these non-government personnel is to function as technical advisors to the Government reviewers. These non-Government personnel will have access to the information submitted in response to the RFI, and will provide technical expertise and/or advice as required. All non-government personnel have Non-Disclosure Agreements on file with the Government. PART I - Technical Capability: The scope of information being sought covers a potential need for acquiring an independent organization with access to an extensive network of transportation experts and researchers, and wide experience in providing federal transportation research offices with expert panels, workshops, assessments of research portfolios, and distribution of findings. The independent organization shall consists of a large number of technical committees, task forces, and panels composed of voluntary experts as leading authorities on transportation issues. These volunteer experts shall serve on the independent's organization without compensation. PART II - Submission of Information: Vendors desiring to respond to this Request for Information shall provide a Technical Capability Statement as follows: •1. Statement is limited to three (3) total pages (excluding Cover Letter, Table of Contents and any relevant diagrams, charts or tables.). •2. Responses must be unclassified and any proprietary information provided must be marked accordingly. To protect such data, each line or paragraph on the pages containing such data must be specifically identified and marked with a legend similar to the following: "The following contains proprietary information that (name of Responder) requests not be released to persons outside the Government, except for the purposes of review and evaluation." •3. Page size 8.5 x 11, Font Type: Times New Roman, Font Size 11, One Inch Margins •4. Statement must include the following business information within the Cover Letter: •a. General Services Administration Federal Supply Schedule (GSA -FSS) contract number(s) and corresponding period of performance •b. Business Size and Socioeconomic Status (i.e., Large Business or Small Business Concern [8a, SDVOB, HUBZONE, WOSB, etc.) •c. Specify size standard associated with NAICS code: 541690, Safety Consulting Services •d. Point of contact, telephone number, FAX number, email address, and company address To be responsive to the RFI vendors must submit complete information electronically by Monday, April 4, 2016 at 3:00 PM (Eastern Standard Time). Submitted responses shall be in Microsoft Word and/or Adobe Acrobat format. The FMCSA recipient email address is: Adina.Felton@dot.gov. No telephone calls or electronic communication will be accepted to address questions pertaining to the RFI. If late information is received, it may be considered by the Government reviewers depending upon Agency time constraints. Please Note : the Government is not required to provide feedback to vendors that respond to the RFI as well as vendors responding to the RFI will not be paid for any information submitted.
