- Description
- This is a pre-solicitation notice of a proposed contract action in accordance with FAR 5.201. The United States Air Force Life Cycle Management Center intends to award a sole source contract to L-3 Communications System West (L-3) to provide supplies necessary to support the FY16 National Defense Authorization Act (NDAA) Section 2282 Global, Train and Equip Program; Counterterrorism Partnership Fund (CTPF); Building Partnership Capacity (BPC) Cessna C208B with ISR Capability in Africa Command (AFRICOM) and Pacific Command (PACOM). The contract will provide for Intelligence Surveillance and Reconnaissance (ISR) mission equipment and spares. L-3 is the only source capable of satisfying the complete requirement as currently requested by AFRICOM and PACOM for pseudo-FMS Section 2282/CTPF cases without the USG experiencing substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays in fulfilling the agency's requirements. The proposed contract will be awarded using Other Than Full and Open Competition procedures citing the authority at 10 USC 2304(c)(1) as implemented by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This synopsis does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) nor does it restrict the government as to its ultimate acquisition approach. The government does not intend to award a contract on the basis of this notice nor will it reimburse firms for any costs associated with preparing or submitting a response to this notice.
