- Provisions and Clauses Full Text Combo Synopsis Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR13.501 (a); Only one responsible source and no other supplies or services will satisfy agency requirements The name of the company the Government intends to award a contract to is Applied Beams, LLC; 14855 SW Murray Scholls Drive, Beaverton, OR, 97007. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number Is W911QX-16-T-0010. This acquisition is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-84 dated 3 September 2015. (iv) The associated NAICS code is 333314. The small business size standard is Not Applicable-Unrestricted (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001: Upgrade CamScan Unit, QTY: 1 each (vi) Description of requirements: The Contractor shall upgrade the Government owned CamScan unit with the following characteristics: • Quantitative imaging of absorbed current to Absorbed current subsystem such that pixels in an Electron-Beam Induced Current (EBIC) or Absorbed Electron Image (AEI) image correspond to quantitative values of current. • Automated EBIC subsystem o Fifty (50) leads which shall be fed through the chamber so that the current data can be measured by the AEI subsystem. An EBIC subsystem in which the multiplex process is automated and controllable from the microscope control software. • User scriptable microscope control software o The principle consideration of any SEM control software is scriptability. The software shall have a public Application Programming Interface (API) against which users can write custom functionality. The control software should have the capability to execute arbitrary functionality at any pixel of the image. • Automated stage positioning o This functionality allows for automating the measurement of beam current with the Faraday cups on the EBIC stage. o Metadata like the stage coordinates should be stored in the image file created during the scan. (vii) Delivery is required by twelve (12) weeks after contract award. Delivery shall be made to The Army Research Laboratory (ARL); 2800 Powder Mill Road, Adelphi, MD 20783. Acceptance shall be performed at The Army Research Laboratory (ARL); 2800 Powder Mill Road, Adelphi, MD 20783.
