- The General Services Administration (GSA), New England Region 1, announces an opportunity to provide Commissioning (Cx) Services for the Derby Line, Vermont Land Port of Entry, located on Interstate 91, in Derby Line, Vermont. This solicitation is a 100% Small Business Setaside in accordance with FAR 19, NAICS code 541330 Engineering Services, with the associated Small Business Association (SBA) size standard under $15 million average annual receipts per year apply (see http://www.sba.gov/sites/default/files/files/Size_Standards_Table.pdf). The Commissioning Agent (Cx) will be competitively chosen using Source Selection (FAR 15) procedures. The objective of the Source Selection Process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering the technical factors and the evaluated price. For this procurement, the technical factors will be significantly more important than price (FAR 15.101-1, Trade Offs). The technical factors will include: 1. Experience in providing Commissioning Experience on similar projects; 2. Commissioning Plan/Approach; 3. Qualifications and Experience of Key Personnel; 4. Past Performance in providing Commissioning Services on similar projects; and 5. Commissioning Agent's headquarters or major office within one hundred-fifty (150) miles from the Derby Line I-91 Land Port of Entry. The Government reserves the right to make award on initial offers, but discussions may be held if appropriate. The estimated magnitude of construction is $15,000,000 to $25,000,000. The anticipated date of award of the Commissioning Services contract is on or about June 10, 2016. The contract will be a Firm Fixed Price Contract per FAR 16.202 Firm-fixed-price contracts. This Statement of Work (SOW) is for Commissioning Services as the government's consultant for construction of a new Land Port of Entry (LPOE) in Derby Line, Vermont. The new LPOE facilities include a Main Port Building, a Non­-Commercial Secondary Inspection Building, Canopies and a Commercial Inspection Building. The project may be phased construction, which will require commissioning activities to be phased as well. GSA expects the Contractor to work in collaboration with the entire Project Delivery Team. The Contractor shall provide GSA with sound management advice regarding all services to be performed on this project under the SOW. The project goal shall be to achieve the best quality and value while controlling schedule and budget. The Contractor shall take initiative in helping resolve problems and minimize claims taking all reasonable measures to anticipate problems and delays and to minimize or eliminate their adverse impact to the project schedule, budget, and approved design. The Contractor shall take the initiative and act to mitigate circumstances that could lead to claims, resolve conflicts promptly, and keep GSA advised of any potential disputes and project delays. The Contractor is responsible for ensuring that the project meets applicable requirements, codes, regulations, standards, and the project construction documents In accordance with the GSA PBS Commissioning Guide the "Commissioning Agent will have technical background and in depth expertise with the commissioning process including verification techniques, functional performance testing, system equipment and O&M knowledge. The Commissioning Agent must have significant in-building commissioning experience, including technical and management expertise on projects of similar scope, size and type. Further the CxA shall bring a total building commissioning perspective to the project, be knowledgeable in national building fire codes, as well as waterbased extinguishing systems, detection systems, LEED, energy efficiency imperatives and demonstrate experience with Federal requirements (i.e. blast, progressive collapse, security, etc.)." The solicitation package will be available on or about April 11, 2016. The solicitation package will only be available electronically.
