Description
NFFR7500-16-01229MWH *** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with the University of California, San Diego (UCSD) for the purchase of a customized, automated Scripps Plankton imaging camera system for the NOAANMFS Fisheries Ecology Division in Santa Cruz, CA. ***The sole source determination is based on the NOAA's NMFS Fisheries Ecology Division's requirement for a camera system able to capture clear (non-blurred) images of 1-2mm target species in both clear and highly turbid riverine and estuarine waters. The government determined that a limited number of vendors were/are available but none possessed the capability to provide the required image resolution in both clear and turbid water conditions. The government participated in a national level "Recovery Challenge" that solicited input from both citizens and vendors and a review panel determined that none of the applicants met the requirements for image quality and resolution under a range of water turbidity conditions. The Government field tested a prototype of UCSD's camera system with exceptional results. UCSD SPC2 Camera meets the technical requirements stated below: • Camera - 9 MP USB 3.0 Color Point Grey Grashopper 3 • Imaging Lens - 0.508X, 1″ Format Telecentric Lens • Illumination - Pulsed White LED, Darkfield • Exposure Time - 10 to 60 μs • Field of View - 2.5 cm x 2.0 cm • Pixel Size (Object Space) - 7.4 μm • Optical Resolution - 32 lp/mm @ 30% contrast • Depth of Field - 400 μm @ 32 lp/mm @ 20% contrast • High-Resolution Imaged Volume - 0.2 mL • Blob-Detection Imaged Volume - Up to 10 mL • Embedded System - 1.8 GHz Big-Little Quad Core ODROID-XU3, 2 GB RAM • Image Processing - OpenCV ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
