- The purpose of this amendment is to extend the deadline to FRIDAY, APRIL 1, 2016 4:00 PM EST and to answer the following questions: QUESTION 1. The training levels you have requested are not available outside the US Coast Guard and are special classes for the coast guard. I have found that the special coast guard classed are not at the same level of the factory training we receive outside the coast guard. The factory level training is at a much deeper level and of more detail that the "C" or CM3 type of class. Also all of our training does not start with a C. We are 396 M1, M2 and M3 certified (there is no M4). For electronic MTU has changed the names often and based on what I have learned our ECS-UNI E1 class get us a serialized dongle which is the equivalent to your CE3 training. ANSWER: We will accept the MTU factory certificates for 396 M3 & ECS-UNI E1 that are issued by MTU. QUESTION 2. In the sources sought solicitation it was mentioned that there would be a site visit, if so I would like to see the site before I submit. ANSWER: We decided to remove that option prior to award due to the time constraint. Since we are hiring the contractors in an oversight role, it is not critical to see the site prior to award. 3. In paragraph 8.1.3 we are required to have a "Dongle Emulator", I am not sure what this is but also do not want to assume. If I were to assume it would simple be our Dongle or access key to Diasys software. MTU does have emulators but they are very large test stands so I want to make sure that is not the reference. ANSWER: You should be able to use the set up in the test cell to connect to an engine and use 1b dongle to demonstrate what it can do.
