Description
This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. Incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-16-Q-1421. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to purchase the following items on a sole source basis: Contract Line Item Number 0001: XCTD-1 Expendable Probes (P/N 305927-1), Quantity: 24 Each. Contract Line Item Number 0002: MK21 Ethernet DAQ System (P/N 352231-1), Quantity: 1 Each. Contract Line Item Number 0003: LM3A Hand-held Launcher with 100 foot cable (P/N 213550-2), Quantity: 1 Each. Contract Line Item Number 0004: SSXBT Expendable Probes (P/N 212767-1), Quantity: 16 Each. Contract Line Item Number 0005: Shipping, Quantity 1 Lot. F.O.B. Origin. Delivery to Naval Station Newport: Newport, RI. Required delivery is 90 days after date of award. The North American Industry Classification Systems (NAICS) code for this requirement is 334519. The Small Business Size Standard is 500 employees. This action is being processed on a sole source basis to Lockheed Martin Sippican Inc. The NUWCDIVNPT Office for Small Business Programs concurs with the sole source determination. The Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to Lockheed Martin Sippican Inc. on a sole source basis. Lockheed Martin Sippican Inc. is the original manufacturer of these products and is the only vendor that can provide such products to be compatible with existing equipment previously procured. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Offers for other products must contain complete product information and prices. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required and payment will be via Wide Area Workflow. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Contractors must be registered in the System for Award Management (SAM) (https://www.sam.gov/portal/public/SAM/) to be eligible for award. Instructions for registration are available at the websites. Offerors shall include price, delivery terms, and the following additional information with submissions : point of contact (including phone number and email address), contractor cage code, and contractor DUNS. All timely offers will be considered. Offers must be submitted via email to jason.buck@navy.mil no later than 2:00 PM EST on Wednesday, 30 March 2016.
