- THIS IS A SOURCES SOUGHT NOTICE ONLY. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. This Sources Sought is issued solely for market research information to identify potential sources that are interested in, and capable of, performing the work described in this Sources Sought. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Funding is not available at this time. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. The Naval Facilities Engineering Command (NAVFAC) Atlantic is not seeking proposals and will not accept unsolicited proposals. DESCRIPTION: To meet the ever changing needs of our current and future workforce, NAVFAC is searching the marketplace for companies that are capable of providing the following safety focused standard process development and training services throughout NAVFAC ™s area of responsibility (AOR) including Department of the Navy (DON) installations worldwide. Services to include 1) development of standardized procedures to safely perform operation and maintenance work (O and M) and repairs to various utilities infrastructures and electric systems on military bases; and 2) development and delivery of safety training courses geared towards ensuring certification requirements are met and remain current. Training techniques and delivery methods will need to be varied depending upon attendees, location, and facilities available. In addition to high voltage and electrical requirements, many DON installations also have on-site generation that uses fossil fuels or renewable energy sources. Safety focused process development and training services must also be developed for these requirements. The intended audiences are starting at the Wage Grade (WG) and/or General Services (GS)-6 level employees through mid-level managers up to the GS-15 level that is comprised of utility electricians, engineers, and other personnel that need to implement safety procedures. Competencies that are required include, but not limited to, the following general categories: 001Overhead and Underground Line Maintenance 002Electrical Substation and Switch Station Maintenance (Transformer testing, Primary Breaker, Relays, Batteries, etc.) 003Electrical Distribution System Primary and Secondary Breakers/Switches Maintenance (208V to 35kV) 004Working on underground electrical distribution systems (confined spaces, underground splicing, working in manholes, cable pulling, and troubleshooting) 005Electrical Safety (National Electric Safety Code, National Electrical Code, Unified Facilities Criteria 03-560-01 Electrical Safety O and M, National Fire Protection Association 70E) 006Emergency Generator Operation and Maintenance 007Shore to Ship Electrical Connections and Safety 008Use and Management of Electrical Protective Rubber Goods and Live Line Tools SUBMISSION INFORMATION: All potential sources are invited to submit a written capability statement that includes information that demonstrates the vendors ability to provide the services/supplies described in this Sources Sought. Responses shall also include a cover sheet that identifies the following information: 1. Company Name and Address 2. Point of Contact Name/Telephone/E-mail address 3. North American Industry Classification System (NAICS) code. The anticipated NAICS Code for this requirement is 541690 Other Scientific and Technical Consulting Services. Identify the NAICS code under which your company would provide the services described in this Sources Sought 4. Business Size/Status. Other than Small, Small Business, Small Disadvantaged Business, eligible 8(a) small business under the Small Business Administration ™s (SBA) business development program, certified HUBZone small business, Woman-owned small business, Economically Disadvantaged Woman-owned small business, Veteran Owned small business and/or Service Disabled Veteran-owned. Please identify under which small business categories you qualify. If claiming 8(a) or HUBZone provide a copy of the certification or point of contact information for the SBA assigned Small Business Development Specialist assigned to your firm. If proposing to use a different NAICS code, identify the small business categories for which you qualify under the proposed NAICS. 5. Data Universal Numbering System (DUNS) 6. Commercial and Government Entity (CAGE) Code 7. If you have a GSA or other contract vehicle that covers these services, provide the contract number. 8. Capability statement displaying the contractor ™s ability to provide the services, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar work within the last 5 years. 9. Identify conditions or issues the U.S. Government should consider or may interfere with the intention of this project. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Standard company brochures will not be reviewed. Submissions are not to exceed five (5) typewritten pages in no less than 12 font size. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested partys expense. All information received in response to this Sources Sought that is clearly marked Proprietary will be handled accordingly. Acknowledgement of receipt of responses will not be made and Sources Sought submissions will not be returned. Not responding to this Sources Sought Notice does not preclude participation in any future RFP, if issued. The information provided in this Sources Sought is subject to change and is not binding on the Government. RESPONSE DUE DATE: Responses are due by 11 April 2016, 2:00 p.m. Eastern Standard Time (EST).
