Description
SYNOPSIS: This will be a firm fixed-price construction contract located at McNaray Lock & Dam in Benton County, Washington and Umatilla County, OR. Estimated construction magnitude is between $1,000,000 and $5,000,000. Payment bond or irrevocable letter of credit will be required. DESCRIPTION OF WORK: This project is to construct permanent closure of two fish ladder entrances near the spillway. One entrance is on the Washington Shore Ladder and one on the Oregon Shore ladder. Openings are approximately 15 feet wide and up to 48 feet high. Existing stoplogs will be removed from the entrances. Oregon Shore Stoplogs are to be salvaged and turned over to the Project. Washington Shore Stoplogs are to be removed for Contractor disposal. Washington Shore Fish ladder stoplogs have tested positive for toxic metals based paint coatings. No toxic metals based paints are anticipated on the existing Oregon Shore stoplogs. New steel Hollow Structural Shapes (HSS) structures will be built and lowered into the entrance slots. The HSS require structural channels to be installed onsite during installation. Expanding openings in the concrete may be required to install the HSS. Concrete will be placed around HSS structures to permanently close fish ladder openings. Contractor designed, fabricated and placed caissons will be installed to isolate work from the tailrace water during construction of closures. Isolation may be required on the fish ladder side of the entrances. Divers will be required. AWS D1.1 certified welder(s) will be required. Floating plants may be needed to place concrete on the Washington Shore entrance closure. There is very limited vehicle access to the Washington Shore tailrace deck (30 Ton rough terrain crane or smaller). Construction timeframe will run from (approximately) 1 November 2016 through 28 February 2017. All work must be completed with fish ladders ready for operation by 28 February 2017. Much of the work will take place during an extended Navigation Lock outage along the Columbia and Snake Rivers (12 December 2016 through 20 March 2017). All on-site work shall be performed in accordance with the Corps of Engineers Safety and Health Requirements Manual (EM 385-1-1). Invitation for Bid W912EF-16-B-0005 will be posted to the FedBizOpps (FBO) website in the very near future. Bids will be due on or around approximately May 17, 2016. See solicitation for full details. When issued, the solicitation documents for this project will be available at https://www.fbo.gov. The solicitation is offered to Small Business. The small business size standard for NAICS 237990 is no more than $36,500,000 in average annual receipts. The bid opening date and time will be contained in the solicitation and any solicitation amendments that are issued. A site visit will be offered generally within 2 weeks after the solicitation is issued. The site-visit is HIGHLY recommended if a bid is intended. See solicitation for details about the site visit. Only ONE site visit will be offered. Access for Foreign Nationals. It takes at least 30 days to obtain clearance for foreign nationals to enter the project site. If your company wishes to have a foreign national participate in the site visit for this project, you are strongly encouraged to submit the required identification immediately. To request clearance for foreign nationals, submit the names of all foreign nationals proposed for site visit attendance, along with documentation to verify that he/she was legally admitted into the United States and has authority to work and/or go to school in the US. Such documentation may include a US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph 9INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B).
