Description
Performance Work Statement (PWS) The Office of the Mission and installation Contracting Center - Fort Sam Houston (MICC-FSH) has a requirement for Acquisition Support Services. MICC-FSH is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for trained personnel and personal services necessary to perform Acquisition Support as defined in the Performance Work Statement (PWS) throughout the United States Central Command (CENTCOM) Area of Responsibility (AOR). The primary locations to be covered are Afghanistan, Iraq, Jordan, Kuwait, and Qatar. The Expeditionary Contracting Command-Afghanistan provides operational contracting support for vital supplies, services and construction to the U.S. Forces-Afghanistan, and throughout the Central Command (CENTCOM) Area of Responsibility (AOR), and Other Government Agencies in a manner that supports the direct mission of operational Coalition Forces in the relief and reconstruction of Afghanistan. The mission drives capacity building and economic self-sufficiency within the Afghan Ministries in order to build and sustain self-sufficient security forces and help promote economic self-sufficiency within the CENTCOM AOR. The Contractor shall perform to the standards attached, in the Draft Performance Work Statement (PWS). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. However, respondents may identify other potential NAICS codes. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform on this contract, please provide the following information: 1) Organization name, point of contact name and title, physical and mailing address, email address, Web site address, telephone number, cage code, DUNS Number, business size, socioeconomic size status, and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Keep in mind a small business must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation clause 52.219-14, Limitations on Subcontracting. The government will evaluate market information to ascertain potential market capacity to 1) provide this service consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully complete similar requirements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government is not obligated to and will not pay for any information received from potential sources as a result of this source sought notice. Respondents WILL NOT be notified of the results of this sources sought survey. If and when a solicitation is issued, it will be posted on www.fedbizopps.gov. It is the respondent's responsibility to monitor this site for the release of any synopsis or solicitation. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 12pm 7 Apr 16 (Central Time). All responses under this Sources Sought Notice must be emailed to Mr. Isaac C. Hammond at Isaac.c.hammond.civ@mail.mil, with a copy to the Contracting Officer, Maria Cachola, at maria.d.cachola.civ@mail.mil. All emails shall have the subject line titled "Sources Sought Response to Contract Acquisition Support Services (CASS)." Proximity to the customer is critical in this theater. This acquisition support will primarily be required on-site in Afghanistan, Iraq, Jordan, Kuwait, and Qatar; however, the scope of coverage is limited to the CENTCOM AOR Forward Operating Bases (FOBs). Due to the unique mission requirements and nature of the location of performance of work under this contract, work can range from a typical 40 hour work week to over 75 hour work weeks. The normal duty hours and duty week will be identified in each TO. The Contractor shall coordinate with the requiring activity to meet location and government-specific requirements. The normal duty hours include a 1 hour meal period that shall not to be included as paid work time. Within your capability statement, please answer the following questions. (1.) Briefly describe your company's primary business line. (2.) Can you have the following GS job series equivalents available via a single award IDIQ: 1102, 1103, 1105, 1910, and 2210? (3.) Does your company have access to Acquisition Specialists with Level II DAWIA or FAC-C certification with five years of experience? (4.) Can your organization have replacements in theater performing services at the specified place of performance no later than 60 days after a position becomes vacant? (5.) As the contractor, are you capable of planning and scheduling travel for contractors to the locations described above, and secure the appropriate documents required for travel to these locations, in the performance of this contract? (6.) Does your company have the ability to apply the appropriate resources to a given task on a very short notice? (6) Please demonstrate your capability by providing recent (i.e., within the last 5 years) and relevant (i.e. size, scope, complexity) past performance history. You shall include the contract type, total dollar value and name/phone of a customer point of contact and contracting officer's name and telephone number for each contract. (7) Provide the total value of all revenue your company received for the last 3 years, per calendar year (Revenue is defined as the accounting revenue used in support of your company's Federal Income Tax Returns). (7) Provide additional information that will support your financial capability to perform projects of this magnitude. (8) In terms of resources, will you require Contract Financing (e.g. Assignment of claims)? Responses shall not exceed a total of 20 8 ½ by 11 inch pages, single spaced, 10-font minimum.
