Description
THIS IS A PRESOLICITATION NOTICE ONLY FOR THE LOWELL CREEK TUNNEL REPAIRS, SEWARD, ALASKA. OFFER OR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. This solicitation will be a Total Small Business Set-Aside competitive procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 14 April 2016. Access to the documents will be through a link on the FedBizOpps website: http://www.fbo.gov. Use the Advance Search function and use this solicitation number to Search by Solicitation/Award Number. Any future amendments to the solicitation will also be available for download from the FedBizOpps website. DESCRIPTION OF WORK: Perform repairs of worn areas of Lowell Creek Tunnel which is an approximately 2,100 feet long tunnel through Bear Mountain on the southwest side of Seward, Alaska. The tunnel is a 10 feet high, horseshoe shaped tunnel which diverts Lowell Creek away from Seward, through Bear Mountain into Resurrection Bay. The tunnel is lined with concrete throughout. The floor and some of the side wall is armored with a combination of 40 pound and 70 pound railroad rails welded to channel crossties embedded in concrete. Water flow and debris have damaged the tunnel intake transition, tunnel entrance, tunnel sidewall and invert lining. Base contract work will occur within the top 400 feet of the tunnel and will include the following: remove loose concrete between the rails at the intake transition and replace with high strength silica fume concrete; remove loose concrete at exposed rebar at the tunnel entrance walls and roof and replace with high strength silica fume concrete and reestablish missing portions of reinforcement mat of #6 deformed bars; fill a large gouge in the tunnel side wall and adjacent floor and extend steel rail wall armoring by approximately 30 feet; and repair tunnel invert by securing loose rails, removing loose concrete and re-lining the invert with high strength silica fume concrete. Optional work will include re-lining the remainder of the tunnel invert with high strength silica fume concrete. Work will require diversion of Lowell Creek during repairs and will likely occur in the winter (no earlier than Winter 2016/2017) when stream flow is lowest. The estimated award date is June 15, 2016. The period of performance is between June 15, 2016 and May 15, 2017. The Estimated Magnitude of Construction is $1,000,000 - $5,000,000. The North American Industrial Classification System (NAICS) code is 237990, which has a size standard of $36.5 million for a potential acquisition. This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in SAM https://staging.sam.gov/portal/public/SAM/ in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award. Contractor shall comply with commercial and industry standards, and all applicable federal, state, and local laws, regulations and procedures.
