Description
THIS SYNOPSIS IS A SOURCES SOUGHT NOTICE ONLY; IT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to assess the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The Naval Facilities Engineering Command (NAVFAC), Mid-Atlantic, Marine Forces Reserve (MARFORRES) Facility Support Team (FST) is seeking eligible small business firms capable of performing requirements for a Multiple Award Construction Contract (MACC) for design build (DB) and design bid build (DBB) projects with task orders ranging from $5,000 to $20,000,000. This MACC will be awarded for a 12-month Base Year and potential 4 option years for a total contract period not to exceed 5 years (60 months). The total five-year estimated construction cost for all contracts is not to exceed $95,000,000 for the life of the contract. Bid guarantees will be required at time of proposal submissions, with a penal sum equal to at least 20 percent of the largest amount for which award can be made under the proposal submitted, but in no case to exceed $3,000,000. Payment and Performance bonds will be required upon award of task orders: BONDING CAPACITY UP TO $20 MILLION SHALL BE REQUIRED. The work requires design and construction capability for Marine Forces Reserve facilities across the continental United States. The ability to manage and execute multiple task orders concurrently across the continental United States will be a key element to this MACC. This MACC will encompass a wide range of projects of DB or DBB work which may include new construction, renovation of existing building systems and site work including, but not limited to, the following: -Construction of new Military Reserve Center or similar Government installations; -Anti-Terrorism and Force Protection (ATFP) systems: Physical Security Systems and Electronic Security Systems such as fencing, gates, electronic gates, access control video surveillance and recording systems. -Sensitive Compartmented Information Facility/Rooms (SCIF) -Roofing construction and/or repair -Reconfiguration of floor plans, interior construction -Removal, replacement or repair of windows -Construction, repair, or upgrades to Exterior Enclosure -Facility Sustainment, repair and restoration, interior and exterior -Elevator repair or installation -Vehicle exhaust capture systems -Seismic and structural reinforcement -Overhead crane installation or repair -HVAC installation or repair of existing system -HVAC testing, adjusting, and balancing -Plumbing system installation or upgrades -Modification of existing or new sprinkler systems, fire alarm, or mass notification system -Upgrade of existing or electrical systems -Upgrade of existing or new telecommunications infrastructure (voice, data, audio-visual, and cable TV) -Intrusion detection, electronic security and surveillance infrastructure; -Building management or DDC systems -Utility work: Water, sewer, gas and electrical infrastructure and distribution systems, pumping systems, water storage, storm water/site drainage, bio-retention, paving, and geotechnical surveying; -Water supply infrastructure Site work including perimeter security, access control and fencing installation; -Site clearing -Paving construction and repair -Fuel storage and dispensing systems -Vehicle Wash Rack systems -Hazardous Material Abatement -Hazardous waste storage facilities -Historical and Cultural resources construction -Photovoltaic systems -Wind Turbine systems -Sustainable energy component installation -Building commissioning -GBI or LEED certifiable projects or projects that follow Guiding principles of Sustainability and -Demolition of existing buildings, structures, and utilities. ALL SMALL BUSINESSES are encouraged to respond to this Sources Sought. Upon review of industry response to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government ™s best interest. This office anticipates award of a contract for these services no later than September 2016. The NAICS Code applicable to the majority of the work under this MACC will be 236220. In order to be included in the market research results, OFFERORS MUST BE REGISTERED UNDER THIS NAICS IN SYSTEM FOR AWARD MANAGEMENT (SAM), AND SAM MUST ACCURATELY DISPLAY YOUR SIZE AND OTHER INFORMATION. If a Joint Venture (JV), your SAM records must reflect that your JV is active. If an 8(a) company, please submit a list of the cities in which you have bona fide offices. It is requested that interested SMALL Businesses submit to the contracting office a brief capabilities statement package including the Sources Sought Questionnaire and Excel Matrix provided as attachments to this notice to demonstrate ability to perform the requested services. The questionnaire and matrix should be used to document a minimum of three (3) and a maximum of five (5) relevant construction projects completed in the past five (5) years that best demonstrate your experience on projects that are similar in size, scope, and complexity. All projects you list on the questionnaire must also be listed on the Excel Matrix (and vice versa), with the appropriate fields filled out to indicate the type of work. FOR PURPOSES OF THIS SYNOPSIS, A RELEVANT PROJECT IS DEFINED AS FOLLOWS: Similar size: 5,000 to 50,000 square foot facility. Firms should submit at least one project in each of the following cost ranges: - $5,000 to $150,000 - Greater than $150,000 to $1,000,000 - Greater than $1,000,000 Similar Scope: Design-Build or Design Bid Build for new construction and/or renovation projects that involved performing the following types of work: - Roofing - Paving - Anti-Terrorism Force Protection (ATFP) - Sprinklers - Fire alarms - Photovoltaics - 3rd party sustainability certified (LEED/GBI) - Providing of Hazmat lockers - Providing of wash racks - Demolition - Historic preservation requirements Similar Complexity: Projects submitted should meet the following criteria: -Projects demonstrating the ability to manage and execute multiple projects concurrently across the continental United States. -Project(s) demonstrating technically challenging requirements. -Project(s) for existing construction (design-build) renovation work. -Project(s) for new construction. -Project(s) involving work in occupied buildings and sites. -Project(s) including multi-discipline design and construction work. -Project(s) requiring application of industry standards and Unified Facilities Criteria (UFC). - Project(s) at a Military Reserve Center or similar Government installation. NOTE: Each project does not have to meet all the listed complexity criteria, but all complexity criteria must be demonstrated within your combined project submissions. All responses shall include: (1) The attached NAVFAC Sources Sought Questionnaire. The ˜Description ™ box on the questionnaire shall include the Contract Number, square footage, Government Agency/Private Entity for which the work was performed, and a brief description of how the contract referenced relates to the technical services described herein. There are only enough boxes to list four (4) projects on the questionnaire. If you are submitting five (5) projects, you will need to fill out the questionnaire a second time in order to list your fifth project. NOTE: EMR is to be provided for years 2013, 2014 and 2015. Due to limitations of the questionnaire form, you will not be able to select a year label prior to 2015. Please use the first EMR box to list your 2015 EMR, the second to list your 2014 EMR, and the third to list your 2013 EMR. The rest of the questionnaire is self-explanatory and all boxes should be filled out as applicable. (2) The attached Excel Matrix. Every project that is listed on the questionnaire must also be listed on the matrix, and vice versa. (3) Company Profile (no more than one page) to include full company name, DUNS, number of employees, bonding capacity, office location(s) and any other information you feel is pertinent and relevant to this MACC. In order to allow for timely review of submittals, we ask that you please not provide unnecessary information. (4) If you are proposing as an 8(a) Mentor ProtĂ©gĂ©, indicate the percentage of work to be performed by the ProtĂ©gĂ© and a copy of the SBA letter stating that your Mentor ProtĂ©gĂ© agreement has been approved. (5) In addition to the above items, you may also submit a capabilities statement for review (no page limitation on this, brochures are acceptable), but it is not required. RESPONSES ARE DUE ON April 8, 2016 by 2:00 P.M. C.D.T. LATE RESPONSES WILL NOT BE REVIEWED.
