- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), intends to issue a solicitation for a single Firm Fixed-Price Indefinite Delivery, Indefinite Quantity (IDIQ) contract to provide construction services for Heating Ventilation Air Conditioning (HVAC) projects for the National Weather Service (NWS) Central Region Headquarters. This contract will be a five year IDIQ, firm fixed price, with a Not To Exceed (NTE) amount of $9.9 million. The contract will have a base year with four option years. Options years will be for additional time. This solicitation will be posted on or about April 15, 2016 on the FedBizOpps website at www.fbo.gov. The primary purpose of this contract is to issue task orders for HVAC construction services for the Weather Forecast Offices (WFO's) or NEXRAD (Next-Generation Radar) locations throughout the 14 state central region. (Colorado, Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin, and Wyoming). Based on funding availability, the Government will issue firm-fixed priced task orders to perform the scheduled HVAC Projects. The anticipated schedule in the first year includes a WFO LaCrosse, Wisconsin HVAC project. This work will include various types of HVAC installation and repairs including: a) Conversion of a conventional HVAC system to a Ground Source Heat Pumps (GSHP) system. b) Conversion of a convention HVAC system to an air to air heat pump system and installation of a hear recovery systems c) Conversion of Computer Room Air Conditioning (CRAC) systems through the wall systems, and replacement of a complete existing HVAC system or some of its individual components d) Repairing or replacing Building Automation Systems (BAS) for controlling HVAC components. This is a 100% set-aside for Small Business. The Government will evaluate the performance capability of offerors in accordance with the criteria described in the solicitation. The solicitation will include a detailed list of Evaluation Factors and will provide instructions for Proposal Requirements and the Basis for Award. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The North American Industry Classification System (NAICS) Code is 238220 (Plumbing, Heating, and Air Conditioning Contractors), with a small business size standard of $15.0 million in average annual receipts. Prior experience with Government contract work is not required for submitting a proposal; however, prior experience with HVAC work/ experience of similar size, complexity, and cost range is required. Interested offerors must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the offeror is a Joint Venture (JV), the JV entity must have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an offeror is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective offeror. A Proposal Guarantee will be required with your proposal in the amount of 20% of the offeror's proposed price or $3,000,000, whichever is less. Payment and Performance Bonds may be required for the full amount (100%) of each awarded task order. The solicitation and associated information will be available from the FedBizOpps website https://www.fbo.gov. This will normally be the only method of distributing amendments prior to closing; therefore, it is the offeror's responsibility to check the website periodically for any amendments to the solicitation.
