SYNOPSES OF PROPOSED CONTRACT ACTION IAW FAR 5.201 - PROPOSALS ARE NOT REQUESTED AT THIS TIME. General Information Document Type: Synopses Proposed Solicitation Number: FA8106-16-R-0003 Posted Date: 28-March-2016 Product or Service Code: 1510 Subject Avionics Upgrade Program for the C-21 Fleet Set Aside: Small Business NAICS Code: 336411 Contracting Officer and Contracting Office Address James Banks James.banks.12@us.af.mil 3001 Staff Drive Suite 1AG1 104A Tinker AFB, OK 73145 Description This solicitation will be a complete small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 336411, with a small business size standard of 1500 employees. The contractor will be required to modify the C-21 aircraft avionics suite in accordance with all Federal Aviation Administration (FAA) mandated regulations, the Statement of Objective (SOO) and System Requirement Document (SRD) which will be located within the RFP posted on FBO under C-21AvionicsUpgrade and FA8106-16-R-0003, Attachment 2 and Attachment 3. The modification will be completed at the contractor's facility. The C-21 is a commercial derivative aircraft acquired to support the Air Mobility Command (AMC) as an operational support aircraft (OSA) to provide airlift and aeromedical transport in both the CONUS and OCONUS locations. The program currently includes 19 C-21 aircraft at three continental United State (CONUS) locations and 2 outside continental United States (OCONUS) locations. Duration of the contract period. The estimated basic period of performance for this acquisition will be approximately 12 months with three (3) approximately one-year options based on quantity ranges for full rate production. The basic period will include requirements for the contractor to perform the prototype installation with limited integration to obtain the required FAA Supplemental Type Certificates STC(s). The Type 1 training to include flight and maintenance familiarization will also occur during the basic period. The option periods will include requirements to perform full rate installation based on pre-determined quantity ranges for full rate production. Contract Line Item Number. CLIN structure can be located within the RFP posted on FBO under C-21AvionicsUpgrade and FA8106-16-R-0003. Technical data required in order for interested parties to respond to the solicitation will not be furnished as part of such solicitation. The Government made such data available to interested parties to obtain.
