Description
The Centers for Disease Control and Prevention (CDC), Office of Noncommunicable Diseases, Injury and Environmental Health, (ONDIEH), National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), and Emergency Response Branch (ERB) intends to award a sole source firm-fixed price services contract to AB Sciex, LLC; 1201 Radio Road; Redwood City, CA 94065-1217. This contract will be for a base year of 12-months plus four (4) 12-month option years. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- Only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 811219 (Other Electronic and Precision Equipment Repair and Maintenance). The Size Standard is $20.5 million dollars. The purpose of this procurement is to obtain a service agreement for the Sciex mass spectrometers and Eksigent liquid chromatographs that are no longer covered by warranties. A maintenance agreement for the Sciex mass spectrometers and associated equipment will serve to keep all instruments running optimally while eliminating costly repairs due to damaged or malfunctioning equipment. Such a service agreement would ensure timely repairs and would be at a set cost regardless of the number of calls made. The contractor will provide telephone support, on-site maintenance and repairs by qualified, factory certified/authorized service engineers, priority response time, and coverage of any and all parts, travel to CDC, labor costs, and software/firmware updates and support. Maintenance service includes periodic preventive maintenance according to the specific needs of the instrument as determined by the manufacturer. This preventive maintenance may be performed during the course of remedial maintenance. Repair includes any action performed on instrumentation which restores the instrument to its originally designed working order. Certified replacement parts may be new or factory remanufactured and are furnished on an exchange basis. This agreement covers all instruments and instrument components. AB Sciex, LLS is the sole manufacturer of the Sciex mass spectrometers and Eksigent liquid chromatographs. AB Sciex is the primary provider of the technical/software updates, factory certified parts and equipment needed for repair and maintenance. AB Sciex will have the most expert information on how to repair the complex chemical analysis instrumentation. The service engineers with AB Sciex are highly experienced with their equipment and understand the critical requirements of the DLS/ERB mission. Additionally, AB Sciex's engineers have been factory trained and certified for repairs and maintenance of Sciex mass spectrometers and Eksigen liquid chromatographs. No solicitation will be posted to FedBizOpps. We will only issue a solicitation to AB Sciex. AB Sciex is the only source available to provide this service that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet this requirement.
