- The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM), Office of Procurement Services (OPS) intends to issue a request for proposal (RFP) for repair, alteration, and maintenance construction services at the Department of Labor main headquarters building located at the Frances Perkins Building (FPB) 200 Constitution Ave. N.W., Washington D.C. 20210. The Government anticipates awarding multiple IDIQ contracts as a result of solicitation; however, the Government reserves the right to award a single contract if deemed necessary and in its best interest. The Government anticipates the period of performance for the contract shall be for a 12-month base year with four (4) 12-month option years. Work may include, but not be limited to general office renovation, interior construction and carpentry; infrastructure electrical, plumbing and mechanical systems; building exterior repair and restoration; interior and exterior lighting; wall partition construction; modification and alteration of floor and wall mounted telephone, signal, and power outlets to include the modification of associated conduit, surface mounted raceway, and various under floor duct systems; installation of new and the alteration of existing power panels; flooring coverings, tile and floor tile replacement; audio / visual installation; carpet and carpet tile installation; painting; signage and labeling, striping and labeling / identification; door, door frame, and door set hardware installation and automatic door openers / rollup doors; key and lock/card readers installation; window and glazing, fenestration, window / solar / blast films; handrail and guardrail repair replacement and installation; installation / removal of various wall coverings and draperies; network / communications cabling; grid ceiling / acoustic tile and lighting/LED installation and modification; fabric wall and cubicle / systems furniture; HVAC installation, modification and repair; installation and modification of existing building fire sprinkler systems; plastering and plaster repair work; sidewalk repair / replacement, asphalt / paving and cold patching / concrete repair/spalling and replacement; masonry and stone and limestone repair / replacement; drain clearing, architectural, drains / storm drainage repair and replacement and clearing; waterproofing / epoxy and non-skid and sealing; miscellaneous drainage structures such as culverts and headwalls; pavers and terrazzo repair and replacement; pavement repair and construction and other miscellaneous minor civil work items; ornamental fountains; expansion joints, hardscapes relevant to property; roofing systems and roofing repairs; earthwork; demolition; lead and asbestos abatement and testing; and other such related work as noted in the scope of work, and which is specifically listed on the task order and job drawings. As required, the contractor(s) shall perform all investigation and design services (or design build services) necessary to provide the Government a design package for task orders that complete the Statement of Work (SOW), specifications and drawings that describes how the contractor intends on meeting the requirement, including proposed pricing and performance period. CODE CLASSIFICATION, SET ASIDE, and PROJECT MAGNITUDE: The requirement shall be posted under the North American Industry Classification System (NAICS) Code of 236220 - Commercial and Institutional Building Construction. The Small Business Size Standard for NAICS Code 236220 is $36.5M. The Product Service Code (PSC) for the requirement is Z2AA, Repair or Alteration of Office Buildings. This is a total small business set-aside. All responsible firms may submit an offer. Task orders will range from $2,000.00 minimum and will not exceed a maximum order amount of $1,500,000.00. The magnitude of the requirement is estimated as follows: Between $5,000,000 and $10,000,000. PUBLICIZING: The Government anticipates posting Solicitation Number DOL-OPS-16-R-00025 to the Federal Business Opportunities ("FedBizOpps") website (https://www.fbo.gov/) on or around April 18, 2016. The solicitation closing date is scheduled on or about May 18, 2016. Actual dates and times will be identified in the solicitation. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed. PRE-PROPOSAL CONFERENCE: A pre-proposal conference is scheduled for April 27, 2016, at a time and location to be provided in the solicitation. REGISTRATIONS: Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award. The SAM website can be found at: www.sam.gov. EVALUATION FACTORS: Proposals received in response to the solicitation will be evaluated in accordance with source selection procedures outlined in FAR Part 15 for Best Value Trade Off. The Government will award contracts resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Non-price evaluation factors, when combined, are significantly more important than price. Non-price evaluation factors are: Corporate Experience, Past Performance, and Management Plan.
