- Specification for the Manufacture of Open Link, Welded Steel Chain and Bridles, Specification No. 377, Revision M This is a SOURCES SOUGHT NOTICE to determine the capability and availability of commercial sources to manufacture and deliver open-link, welded steel chain (buoy chain) and bridles for use as mooring aids-to-navigation buoys in the coastal and inland waters of the United States for the U.S. Coast Guard. A copy of the specifications for manufacture is attached for reference. Buoy chain and bridles must be manufactured in the U.S. or substantially all of the components must be produced or manufactured in the U.S. (14 USC 97). The Government anticipates issuing a single solicitation utilizing competitive procedures with the possibility of awarding up to three (3) single award Indefinite-Delivery Indefinite-Quantity (IDIQ) contracts with firm fixed price (FFP) unit prices with annual adjustments made for economic price adjustments (steel and diesel). The contractor shall be available to deliver the chain and bridles between the hours of 8:00 am and 1:00 pm, Monday through Friday. No deliveries are to be made on Saturdays, Sundays, or legal Federal Holidays. All interested vendors are asked to provide what specific chain sizes the vendor is able to manufacture without subcontracting. In addition, interested parties should provide a statement of their capabilities to meet this requirement by providing a description of past contracts/purchase orders, a point of contact, and identify its business size (large, small, veteran-owned small business, service-disabled small business, HUBZone small business, small disadvantaged business or women-owned small business concerns). THIS IS NOT A REQUEST FOR PROPOSALS. This is a sources sought announcement targeting companies that can provide all necessary materials, labor, equipment, facilities and supervision to manufacture and ship buoy chain and bridles. This announcement is to gain industry information in the development of the acquisition plan and in no way obligates the government. No other sources sought notice will be provided. Competition and set-aside decisions may be based on the results of this sources sought notice. No solicitation exists at this time; therefore, please do not request a copy of the solicitation. This notice is for market research purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. NAICS: The NAICS code is 332111. The Small Business size standard is 750 employees. Period of Performance: The period of performance is anticipated for a base year plus four option years with an expected start date of 1 November 2016.
