- Description
- The General Services Administration (GSA) is providing assisted acquisition services for the Department of Defense (DoD) pursuant to an Interagency Agreement (IA) entered into and administered in accordance with Federal Acquisition Regulation (FAR) Subpart 17.5, Office of Federal Procurement Policy (OFPP) guidance, and respective policies and procedures of DoD and GSA. The acquisition for Remote Sensing & Command, Control, Communications, & Computers Intelligence, Surveillance, and Reconnaissance (RS&C4ISR) Support will result in a competitively solicited and awarded multiple award indefinite delivery indefinite quantity (IDIQ) contract providing DoD with support for the development of Quick Reaction Capabilities (QRC) through demonstrations, user Concept of Operations (CONOPS), technical assessments, and new system development that will support near-term and long term operational requirements. These QRC projects will focus on the following areas: Technical Collection and Analysis; Manned and Unmanned Aerial Systems (UAS) Systems Engineering & Integration (SE&I), and Test and Evaluation (T&E); Studies, Modeling and Simulation, and Technical Support; Forensics, Biometrics, and Signature Support; Cyber Technologies, Cyber Operations, Information Operations, Data, and C4 Knowledge Management; Logistics Support; Training Support; and Infrastructure Services Support. The Government anticipates award of approximately three multiple indefinite delivery indefinite quantity (IDIQ) contracts to be solicited and awarded on a competitive basis in accordance with FAR Part 15. The primary NAICS for this requirement is 541712. This requirement shall be solicited on an UNRESTRICTED basis. The anticipated period of contract performance consists of a base period of one year plus four (4) twelve-month option periods, for a total of up to 60 months (5 years). Award of the Contract will be made using the best value continuum described in FAR 15.101 using the tradeoff process detailed in FAR 15.101-1. Past Performance will be among the criteria evaluated for award. A Solicitation Number ID01160039 is anticipated to be available for download from FBO in May of 2016. Proposals will be due 30 days after release. The government anticipates completing evaluations in 30 to 45 days and issuing awards in July/August.Interested parties are encouraged to check FBO for availability of the solicitation package.
