Description
VSAT Bandwidth Services for USCGC Healy (WAGB-20) and USCGC Polar Star (WAGB-10) Solicitation Number: HSCG79-16-Q-PF8014 NAICS Code: 517410 - Satellite Telecommunications Synopsis: This is a SOURCES SOUGHT NOTICE / REQUEST FOR INFORMATION; not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. With this contract, USCG Base Seattle C4IT intends to purchase iDirect managed space segments for the VSAT system with an annual availability of 99.95 percent for Ku band, beginning no sooner than July 2016. The requirement entails providing all labor, materials, equipment, and supervision necessary for the KU-band VSAT satellite bandwidth to support the CGC Healy and CGC Polar Star in the Pacific Ocean Region. This work includes, but is not limited to the procurement of materials and equipment as prescribed for the following VSAT system on both vessels: SeaTel6009 1.5 meter Ku Band Marine. Services must be compatible with the following existing equipment: Codan 16-watt BUC JRC LNB DAC 2200 Antenna Controller Unit Avcom PSA-45D Spectrum Analyzer iDirect Evolution x5 modem Cisco 2811 switch SeaTel Arbitrator 133804 Laptop running Windows OS/iSite and DAC Remote Panel software Support: Provides 24 hours, 7 days a week, Network Operations Center (NOC) support with 5 days a week, 10 hours a day, Tier II/III engineering support to resolve issues the NOC cannot resolve. Grooms: Provides for onsite equipment grooms once per year, with a possible 5 day underway equipment test immediately following the groom. Bandwidth: Each ship uses 256Kbps or 512Kbps (1:1) with the potential for increasing bandwidth up to 2Mbps over the life of the contract.
