- Description
- The U. S. Department of Justice (DOJ) has a requirement to provide an assessment of the Civil Rights Division's (CRT) model of police reform and effectiveness of its consent decrees. Since August 2015, CRT has worked with Arizona State University (ASU) to design and plan the project, including: coordinating sites selections, assessing data transfer options, and determining the evaluation approach and methodologies to be utilized. DOJ intends to negotiate with and award a contract to ASU to have them assess whether the outcome metrics CRT currently uses to assess the success of their consent decrees are appropriate or whether there are additional outcome metrics they should incorporate into their consent decrees and evaluate whether CRT's current reform model is accomplishing its intended goal of eliminating patterns of unlawful law enforcement conduct and promoting constitutional policing, to the extent that their effects can be measured to date. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, there is only one responsible source and no other suppliers or services will satisfy the agency requirements. Interested persons must submit their interest and capability to the Contracting Officer identified below no later than 2:00 pm eastern time on April 4, 2016. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all statements of interest and capability received by the due date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
